A RESOLUTION <br />j EXPRESSING THE SENSE OF THE COUNCIL <br />j • WITH REGARD TO THE ALLOCATION OF <br />FUTURE AVAILABLE SEWAGE CAPACITY IN THE <br />DRAINAGE AREA OF THE MOORE'S CREEK TREATMENT PLANT <br />.,MV, <br />WHEREAS, this Council has with great reluctance imposed <br />a moratorium on connections to the sanitary sewer system flowing <br />into the Moore's Creek Sewage Treatment Plant; until such time as <br />the Rivanna Water and Sewer Authority advises that such treatment <br />plant has sufficient capacity available lawfully to permit new <br />connections to such system; and <br />WHEREAS, the Council realizes the potentially devastating <br />effect which this action may have on efforts of the Charlottesville <br />Redevelopment and Housing Authority and other public agencies <br />to provide new sources of decent, safe and sanitary housing for <br />low and moderate income persons, on projects proposed for development <br />on city -owned property, on projects which may have a significant <br />effect on the economic development of the community, and on other <br />projects and plans which may be deemed to serve the public interest; <br />and <br />WHEREAS, it appears possible that limited additional <br />capacity may become available at the Moore's Creek Sewage Treatment <br />Plant at some time in the future, and that it would be advisable <br />for this Council to express its present intentions with respect <br />to the allocation of this community resource; now therefore be it <br />RESOLVED by the Council of the City of Charlottesville <br />that it is the sense of the Council that future available sewer <br />capacity in the Moore's Creek drainage basin should, to the <br />extent legally permissible, be allocated in a manner which gives <br />priority to projects for low and moderate income housing under the <br />sponsorship of the Charlottesville Redevelopment and Housing <br />Authority and other public agencies and to projects proposed for <br />development on City owned property. <br />Copy Teste: <br />Acting Clerk <br />Adopted by the Council <br />July 26, 1976 <br />
