i <br />A RESOLUTION <br />EXPRESSING <br />THE SENSE OF THE <br />COUNCIL <br />WITH REGARD <br />TO FINANCING THE <br />COST OF <br />• <br />CAPITAL <br />IMPROVEMENTS FOR <br />THE <br />JEFFERSON -MADISON REGIONAL <br />LIBRARY <br />WHEREAS, this Council has recognized for some time the pressing need to <br />provide an improved central library facility for the Jefferson -Madison Regional <br />Library; and <br />WHEREAS, the Regional Library Board has recommended the renovation and <br />linkage of the existing central library and the building presently occupied by the <br />downtown post office as the most economical and desirable method of providing such <br />an improved facility, which recommendation the Council has concurred in by directing <br />the City Manager to participate in negotiations to acquire the post office building; <br />and <br />WHEREAS, the necessity for the Regional Library Board to take quick action <br />on this project to safeguard commitments for private donations, and the difficulty <br />of coordinating funding efforts in a multi -jurisdictional agency have made it advisable <br />for the City to express certain intentions in regard to funding of the City's share <br />of the library project; now, therefore, <br />BE IT RESOLVED by the Council of the City of Charlottesville that the Council <br />hereby expresses a commitment to funding its share of the proposed central library <br />project, estimated to be $900,000.00, as the City's first priority for capital <br />expenditures; and <br />• BE IT FURTHER RESOLVED that it is the present intention of the Council to <br />finance such project through the issuance of general obligation bonds at an <br />appropriate time and in an amount sufficient to fund the City's share thereof, such <br />precise time and amount to be hereafter established by this Council; and <br />BE IT FURTHER RESOLVED that it is the sense of the Council that such bonds <br />may appropriately be issued without resort to a public referendum, to the extent <br />that this can be accomplished without increasing the present level of debt service <br />payments, and in view of the need to protect commitments of private donations to the <br />Regional Library Board; and <br />BE IT FURTHER RESOLVED, that the City Manager is authorized to proceed, in <br />conjunction with the County Executive of Albemarle County to acquire the post office <br />building from the federal government; and <br />BE IT FURTHER RESOLVED, that Council hereby agrees to the retention by the <br />Regional Library Board of architectural and engineering services necessary for such <br />project; provided that all aspects of the design, contracting and construction of such <br />project shall be coordinated with and supervised by the administrative, engineering <br />and legal staffs of the City and the County of Albemarle; and the City Manager is <br />authorized to made appropriate arrangements with the Regional Library Board for the <br />performance of such functions. <br />• <br />
