CITY OF CHARLOTTESVILLE, VIRGINIA <br />OFFICE OF CLERK OF THE COUNCIL <br />• R E S O L U T I O N <br />WHEREAS, funds are allocated to Planning Districts by the <br />Council on Criminal Justice for the use of localities in the improvement <br />of local criminal justice system components and agencies, in the form of <br />target allocations, based upon the population size and crime rates <br />within the Planning Districts; and <br />WHEREAS, such funds are not, in every case, expended within <br />the budgetary period for which they were allocated; and therefore become <br />accrued funds in the care and control of the Division of Justice and <br />Crime Prevention; and <br />WHEREAS, the Division of Justice and Crime Prevention and the <br />Council on Criminal Justice reallocate these accrued funds in a manner <br />which disregards the original funding distribution formula for target <br />allocations; and <br />WHEREAS, this is a matter of increasing concern to the <br />jurisdictions of the Thomas Jefferson Planning District; <br />NOW, THEREFORE, BE IT RESOLVED by the Council of the City of <br />Charlottesville recommends that the Council on Criminal Justice be <br />• urged to revise its policies on accrued funds, to insure that such <br />accrued funds remain under the control of the Planning Districts to which <br />they were originally assigned by a fair and equitable formula, to be <br />used for programs offered to the Council on Criminal Justice as overage <br />proposals in annual action grant programs. <br />Copy Teste: <br />Acting Clerk <br />F- i <br />L J <br />Adopted by the Council <br />November 21, 1977 <br />
