-2- <br />2. TO SEEK AND ENCOURAGE ECONOMIC DEVELOPMENT ACTIVITY WHICH <br />WILL MAINTAIN AND -ENHANCE THE QUALITY OF LIFE IN THE CITY OF <br />CHARLOTTESVILLE. <br />• OBJECTIVES <br />A. Keeping businesses presently located in the city from <br />relocating outside of the city; <br />B. Quickly replace those businesses which do relocate outside <br />the city with others of equal or greater revenue or job <br />producing capacity; <br />C. Identifying those types of new businesses most likely to <br />want to locate in the city and encouraging them to do so, <br />with particular emphasis on encouraging minority-owned <br />businesses; <br />D. Finding economically productive uses for the remaining tracts <br />of vacant land in the city; <br />E. Stimulating reinvestment in building rehabilitation and <br />expansion to make more productive uses of presently developed <br />land in the city; and <br />F. Encouraging activities which will produce increased employment <br />opportunities for citizens of the city. <br />• The City Council recognizes that.the pursuit of economic development <br />and the quality of life may. be conflicting goals at times in the future. <br />The Council is committed to a thorough evaluation..of the costs and benefits <br />to be exacted or realized by this conflict in making future decisions. The <br />Council is further making decisions on the basis of what is best for the <br />City of Charlottesville. The city government has a history of seeking to protect <br />and enhance the quality of life in Charlottesville and will continue to do <br />SO. <br />The Council expects the city administrative staff and all operating <br />departments of the city government to give their attention and support to <br />the policies stated in this resolution. They, and all appointed boards, <br />commissions and agencies of the city government are asked to bear in mind <br />that their day to day activities affect the city's economic future in ways <br />that are both obvious and subtle. <br />The Council believes that through adherence to this policy and a <br />cooperative effort by all segments of the community, Charlottesville's <br />economy will remain strong and growing in the years ahead. <br />Copy Teste: <br />• <br />Clerk <br />Adopted by the Council <br />January 23, 1978 <br />
