A RESOLUTION <br />AUTHORIZING THE CITY MANAGER TO PROCEED <br />WITH THE EXTENSION OF THE DOWNTOWN MALL. <br />• WHEREAS, this Council has, at public hearings held on April <br />17, 1978 and May 1, 1978 considered and agreed to the use of <br />federal urban renewal funds in the Vinegar Hill Urban Renewal <br />Project for the extension of the Main Street Pedestrian Mall from <br />First Street to Preston Avenue and to expand the boundaries of the <br />urban renewal area to include such portion of Main Street; and <br />WHEREAS, by notices duly advertised in the Daily Progress as <br />required by 515.1-244 of the Code of Virginia the Council'has given <br />notice of .its intention to consider improving. such portion of Main <br />Street as a pedestrian mall,- and to create a special assessment <br />district comprised of the properties abutting such improvements; and <br />WHEREAS, pursuant to such notice, this Council has, at its <br />regular meeting,on-May 15.,'1978, duly 'conducted a public hearing at <br />which the owners of such abutting properties were heard for or <br />against such improvements; 'as required by Article 2 of Chapter 7, <br />Title 15.1 of the Code of Virginia, as amended; now therefore be it <br />RESOLVED by the Council of the.City,of Charlottesville: <br />• A. That the construction of pedestrian mall improvements, <br />including but not limited to, the replacement of sidewalks <br />andstreetpavement:o7ith special caving materials, the <br />replacement and expansion of facilities for storm water <br />drainage and the installation of lighting, landscaping, <br />benches, waste receptacles and other permanent amenities, <br />is hereby approved for that portion of Main Street lying <br />between the termination point of the existing pedestrian <br />mall on the east and Preston Avenue on the west; <br />B. That a special assessment district be created com- <br />prising all parcels of land abutting such improvements <br />and that such properties be assessed a portion of the cost <br />of such improvements in like manner as such assessment <br />was imposed upon the.properties abutting the existing <br />Main Street pedestrian mall; <br />C. That the Charlottesville Redevelopment and Housing <br />Authority be requested to act expeditiously to secure <br />federal approval of the expenditure of urban renewal funds <br />for such purpose; <br />0 <br />
