• A RESOLUTION <br />EXPRESSING APPRE'CIA'TION TO <br />DELEGATE THOMAS J. MIC'HIE <br />AND <br />ENDORSING HOUSE BILLS 599, 602 AND 603. <br />WHEREAS, the expansion of city and town boundaries through <br />annexation and historic inequities in state allocation of funds are perplexing <br />problems that have greatly troubled all local governments in this Common- <br />wealth for many years; and <br />WHEREAS, through his persistent efforts, even-handed approach to <br />these problems, and statesman-like Leadership, Delegate Thomas J. Michie, <br />Jr. has secured the passage by the General Assembly of House Bills 599, <br />602 and 603; and <br />WHEREAS, House Bills 599 and 602 represent a major step towards <br />more equitable treatment of cities in the allocation of state aid to localities, <br />and House Bill 603 provides immunity from annexation to counties whose <br />population density justifies such treatment; while providing a legal framework <br />• through which the courts may grant either annexation rights or such immunity <br />in other areas, upon standards which insure fair consideration of the rights <br />of both city and county citizens; and <br />WHEREAS, this historic legislative action has received the support <br />of the vast majority of Local governments in the Commonwealth, as a <br />reasonable and fair solution to these historic efforts; and <br />WHEREAS, this legislation has the unanimous approval of this Council; <br />now, therefore, be it <br />RESOLVED by the Council of the City of Charlottesville that we express <br />to Delegate Thomas J. Michie, Jr. our deep appreciation for his dedicated <br />effort, our congratulations upon the success of that effort, and our pride that <br />a citizen of this city has made such an historic contribution to the future of <br />Virginia; and be it further <br />RESOLVED, that the Mayor is authorized to convey to the Governor of <br />Virginia, the request of this Council for his full approval of House Bills 599, <br />602 and 603. <br />• <br />
