• A RESOLUTION EXPRESSING APPRE'CIA'TION TO DELEGATE THOMAS J. MIC'HIE AND ENDORSING HOUSE BILLS 599, 602 AND 603. WHEREAS, the expansion of city and town boundaries through annexation and historic inequities in state allocation of funds are perplexing problems that have greatly troubled all local governments in this Common- wealth for many years; and WHEREAS, through his persistent efforts, even-handed approach to these problems, and statesman-like Leadership, Delegate Thomas J. Michie, Jr. has secured the passage by the General Assembly of House Bills 599, 602 and 603; and WHEREAS, House Bills 599 and 602 represent a major step towards more equitable treatment of cities in the allocation of state aid to localities, and House Bill 603 provides immunity from annexation to counties whose population density justifies such treatment; while providing a legal framework • through which the courts may grant either annexation rights or such immunity in other areas, upon standards which insure fair consideration of the rights of both city and county citizens; and WHEREAS, this historic legislative action has received the support of the vast majority of Local governments in the Commonwealth, as a reasonable and fair solution to these historic efforts; and WHEREAS, this legislation has the unanimous approval of this Council; now, therefore, be it RESOLVED by the Council of the City of Charlottesville that we express to Delegate Thomas J. Michie, Jr. our deep appreciation for his dedicated effort, our congratulations upon the success of that effort, and our pride that a citizen of this city has made such an historic contribution to the future of Virginia; and be it further RESOLVED, that the Mayor is authorized to convey to the Governor of Virginia, the request of this Council for his full approval of House Bills 599, 602 and 603. •
