Shenandoah Valley Juvenile Detention Home $ 16,787 Fire Department 1,562,339 Police Department 2,571,026 Total General Fund $25,908,321 Provided, however, that the amounts hereinabove appropriated for Education and Training and Employee Benefits, or portions thereof, may on authorization from the City Manager be transferred by the Director of Finance to any departmental account in the General Fund, or to any other fund, and notwithstanding any other provision of this resolution to the contrary, be expended for salaries or employee benefits in such fund or account in the manner as sums originally appropriated thereto. Provided further that the sum appropriated for General Insurance shall be transferred to the Risk Management Fund for expenditure as hereinafter provided. Sums so appropriated which have not been encumbered or expended as of June 30, 1982, shall be deemed to revert to the unappropriated balance of the General Fund, unless this Council by resolution provides that any such sum shall be a continuing appropriation. Such appropriation shall be effective July 1, 1981. V. WATER FUND APPROPRIATION BE IT RESOLVED by the Council of the City of Charlottesville, that there is hereby appropriated from the Water Fund, for the opera- tion of the water utility during the fiscal year beginning July 1, 1981 and ending June 30, 1982, the sum of $1,648,136, or the amount `4' of revenue actually received by such fund, whichever is the greater amount. Such appropriation shall be effective July 1, 1981.
