WHEREAS the Charlottesville -Albemarle Legal Aid Society <br />(GALAS) has for the past ten years provided free legal <br />assistance to the low-income residents of the City of <br />Charlottesville in furtherance of the fundamental goal of <br />equal access to the justice system; and <br />WHEREAS CALAS is governed by a locally appointed Board <br />of Directors consisting of 60% attorneys and 40% eligible clients; <br />and <br />WHEREAS CALAS' present level of funding, received from <br />the Legal Services Corporation of Washington, D.C., is <br />sufficient to meet only 20% of the need for legal assistance <br />of its eligible clients; and <br />WHEREAS CALAS is faced with the loss of such funding which <br />would eliminate its ability to provide such legal assistance; <br />and <br />WHEREAS an alternative system of funding the delivery of <br />such legal assistance has not been proposed and does not <br />appear likely; and <br />• WHEREAS the loss of legal services for the low-income <br />residents would have a significant impact on our community; <br />now, therefore, be it <br />RESOLVED by the Council of the City of Charlottesville, <br />Virginia, that the Council affirms its support for the concept <br />of federally funded legal assistance for the poor and that <br />the Council urges Congress to continue substantial funding <br />for the Legal Services Corporation. <br />Atteste: <br />Clerk of Council <br />CI <br />Adopted by Council <br />April 6, 1981 <br />
