• <br />A RESOLUTION <br />DIRECTING THE FURTHER EFFORTS OF THE <br />CITIZENS' COMMITTEE TO STUDY COUNCIL CHANGES (CCSCC) <br />WHEREAS, City Council has previously appointed the CCSCC to study <br />whether changes are desirable in the composition of the Council, and <br />the CCSCC has reported that a majority of its members favor.the <br />creation.of a City Council'comprised of some members elected from wards <br />and some elected from the city at large; and <br />WHEREAS, the Council has considered the report of the CCSCC and <br />determined that it may be advisable to,hold an advisory referendum on <br />a proposed change in the method of selecting City Council, at the <br />November 1981 general election; and <br />WHEREAS, the Council now wishes the CCSCC to study in.further <br />detail the specific provisions which would be proposed in such a <br />referendum, and to consult with the city staff and Dr. Timothy O'Rourke <br />of the Institute of Government about the details of such a proposal; <br />now, therefore, be it <br />RESOLVED by the Council of the City of Charlottesville, Virginia <br />that the CCSCC is _requested to consult.with Dr. O'Rourke, the City. <br />Attorney and City Director of Planning, the General Registrar and <br />Electoral Board, and such other city officers and agencies as may be <br />necessary to determine: <br />(1) What specific question or questions should be posed to <br />the voters in an advisory referendum. <br />(2) What measures should be taken to ensure that the voters <br />of the city are well informed about the issues presented. <br />by the advisory referendum questions. <br />(3) Whether it is possible`"to_provide for a city council <br />elected partly from wards in which the wards would <br />approximate historic ward and precinct boundaries. <br />(4) Whether it is possible to prov die"for a city council <br />elected partly from,wards in which the ward boundaries <br />would approximate traditional "neighborhood" <br />boundaries. <br />\(5) Whether'it *is `possible to provide for a city council <br />elected partly from wards with ,a significantly' <br />increased probability of election of a black member <br />of city council, or'of a member residing in a histor- <br />ically underrepresented area of the city. <br />
