ADOPTED BY COUNCIL <br />MARCH 1, 1982 <br />ATTESTES <br />• CLERK OF THE COUNCIL <br />A RESOLUTION <br />REQUESTING THE CIRCUIT COURT <br />OF THE CITY OF CHARLOTTESVILLE <br />TO ORDER AN ADVISORY REFERENDUM <br />ON AN AMENDMENT TO THE CITY CHARTER. <br />WHEREAS, this Council has previously appointed a committee <br />of interested citizens to study the composition and method of <br />election of the City Council; and <br />WHEREAS, that committee conducted extensive study and has <br />recommended consideration of a change in the City Charter to <br />provide a council of seven members, with four members elected <br />from separate wards within the city and three members elected <br />at large; and <br />WHEREAS, this Council previously requested an advisory <br />referendum on that proposed Charter amendment, which was held <br />on November 3, 1981; and <br />WHEREAS, a majority of this Council found the results of <br />that referendum to be inconclusive; and <br />WHEREAS, the Council now deems it appropriate to order an <br />additional advisory referendum, pursuant to Section 5.1 of the <br />City Charter, to ascertain the sense of the qualified voters <br />of the city on the question whether the Charter should be <br />amended to make such a change in the composition and method of <br />election of the City Council; now, therefore, be it <br />RESOLVED by the Council of the City of Charlottesville, <br />Virginia, that the Council hereby orders an advisory referendum <br />to be conducted at the general election to be held on Tuesday, <br />the fourth day of May, 1982, to ascertain the sense of the <br />qualified voters of the City of Charlottesville on the follow- <br />ing question, to -wit: <br />"Shall the form of City Council be changed from the <br />present Council of five members elected by the voters <br />of the entire city to a Council composed of seven <br />members, with four members elected from four separate <br />wards within the city and three members elected by the <br />voters of the entire city?" <br />Such referendum shall be ordered pursuant to Seciton 5.1 of <br />the City Charter, enacted by Chapter 327 of the Acts of Assembly <br />of 1960, as amended by Chapter 332 of the Acts of Assembly of <br />1962. <br />• The City Attorney is hereby authorized and directed to <br />convey a certified copy of this resolution to the Circuit Court <br />of the City of Charlottesville, or the judge thereof in vacation, <br />and to move that the court or judge thereof enter an order <br />directing that such election be held. <br />
