RESOLUTION OF THE COUNCIL OF THE <br />• CITY OF CHARLOTTESVILLE APPROVING <br />THE REDEVELOPMENT PLAN AS AMENDED <br />BY AMENDMENT NO. & FOR THE VINEGAR <br />HILL PROJECT, NO. VA R-12 <br />WHEREAS, by Resolution adopted May 1, 1978 the City Council approved <br />the Redevelopment Plan for the Vinegar Hill Project which provided for <br />the existing project boundaries; and <br />WHEREAS, it is now desired to amend the project boundary in such a <br />manner as to include the block bounded by Saxton, South, Main and Water <br />Streets as is more specifically set forth in the boundary description <br />attached hereto and made a part hereof; and <br />WHEREAS, in order to amend the boundaries of the Redevelopment <br />Plan and Project it is necessary for City Council to take formal action; <br />and <br />WHEREAS, it has been determined that: <br />1. The Redevelopment Plan will afford maximum opportunity, <br />consistent with the sound needs of the locality as a whole, <br />for the redevelopment of the redevelopment area by private <br />enterprise and public entities; <br />• 2. The Redevelopment Plan conforms to a general plan for the <br />development of the locality as a whole; and <br />WHEREAS, the Charlottesville Redevelopment and Housing Authority <br />(herein called the "Authority") has heretofore made detailed studies of <br />the location, physical condition of structures, land use, environmental <br />influences, and social, cultural and economic conditions of the Project <br />area and has determined that the area as amended is a slum, blighted and <br />deteriorating area and that it is detrimental and a menace to the safety, <br />health, and welfare of the inhabitants and users thereof and of the <br />Locality at large, because of dilapidation, obsolescence, overcrowding, <br />faulty arrangement of design, lack of ventilation, light, and sanitary <br />facilities, excessive land coverage, deliterious land uses, or obsolete <br />layout, or a combination of these or other factors, and the members of <br />this Governing Boby have been fully apprised by the Authority, and are <br />aware of these facts and conditions; and <br />WHEREAS, there has been prepared and referred to the City Council <br />of the Locality (herein called the "Governing Body") for review and <br />approval a Redevelopment Plan for the Project Area, as amended by <br />Amendment No. 7, and dated August 1984 and consisting of fourteen pages <br />of text and 2 exhibits; and <br />WHEREAS, a general plan has been prepared and is recognized and <br />used as a guide for the general development of the Locality as a whole; <br />is <br />and <br />WHEREAS, said Redevelopment Plan for the Project area prescribes <br />certain land uses for the Project area and will require among other <br />things, the vacating and removal of streets, alleys, and other public <br />
