0 <br />PROCLAMATION <br />WHEREAS, Roger C. Wiley, Jr. has been City Attorney for the <br />City of Charlottesville since January of 1973; and <br />WHEREAS, during the past fourteen years Mr. Wiley has developed <br />broadbased knowledge and expertise in the areas of State and local <br />government law; and <br />WHEREAS, Mr. Wiley has not only played a major role in developing <br />City policy, but has been actively involved in significant activities <br />affecting the City, including the recodification of the zoning <br />ordinance, construction of the downtown pedestrian mall, founding of <br />McGuffey Art Center, formation of the Charlottesville Transit System, <br />and the revenue sharing agreement with Albemarle County; and <br />WHEREAS, Mr. Wiley was instrumental in the proposal, development, <br />and successful completion of the hotel on Vinegar Hill; and <br />WHEREAS, Mr. Wiley has developed expertise in the area of gas <br />management which has resulted in significant savings for the City and <br />its citizens; and <br />• WHEREAS, Mr. Wiley has advocated for laws and policies which have <br />respected the rights of individuals, protected the integrity of our <br />many varied and historic neighborhoods, and helped maintain the <br />economic well being of the City; and <br />WHEREAS, Mr. Wiley has chosen to leave City government and enter <br />private law practice; <br />NOW, THEREFORE, we, the City Council of the City of <br />Charlotteville, do hereby thank Mr. Wiley for his fourteen years as <br />City Attorney, during which time he provided thoughtful, conscientious <br />often humorous, and fair counsel to the Council, City employees and <br />citizens of our community.
