RESOLUTION GRANTING SPECIAL USE PERMIT TO WESTWOOD LAND TRUST TO ALLOW USE OF THE FACILITY AT 1414 and 1416 WESTWOOD ROAD • FOR A DAY CARE CENTER. WHEREAS, Thomas S. M. Brannock, on behalf of Westwood Land Trust, has requested a special permit to allow use of the existing school facility at 1414-1416 Westwood Road as a day care center for up to 120 children, being further identified on City Real Property Tax Map #44 as parcels 28.40, 28.41, 28.43 and 30.1 having collectively approximately 227 feet of frontage on Westwood Road and containing collectively 111,858 square feet of land or 2.57 acres. WHEREAS, following a joint public hearing before City Council and the Planning Commission, duly advertised and held on June 14, 1988, and an additional public hearing held before this Council on August 15, 1988 this Council finds that such use will conform to the criteria applicable to special permits generally under Chapter 31 of the City Code; now, therefore BE IT RESOLVED by the Council of the City of Charlottesville, Virginia that the special permit is hereby granted to Westwood Land Trust to allow use of the existing school facility at 1414-1416 Westwood Road as a day care • center, for up to 120 children. This special use permit is also subject to the following conditions: 1. Administrative approval of a final detailed site plan. 2. A grading and soil erosion/sediment control plan, which shall include linear feet of piping, curbing and silt fence to assist in determining a bond amount, will have to be submitted for review and approval prior to final site plan approval. 3. A total of 29 off street parking spaces are to be provided. This may affect storm water management provisions which should be detailed for review by the City Engineer along with the storm water system calculations. 4. That the play areas and play fields be enclosed with a fence to fill the gaps that are present. 5. That a railing be placed on any retaining walls which are in excess of 36 inches high in accordance with current building codes. • 6. That any trees which are to be removed be replaced with a comparable species on a one-to-one basis.
