• RESOLUTION <br />IMPOSING TIPPING FEES FOR INERT MATERIAL <br />AT THE IVY LANDFILL <br />WHEREAS, over the past five years (FY 83 - FY 87), the <br />volume of refuse has more than doubled at the Ivy Landfill <br />and, during this period, State and Federal regulations have <br />required increasingly sophisticated disposal and monitoring <br />techniques; and <br />WHEREAS, the volume of inert material (construction <br />materials such as concrete, bricks, blocks, metal, <br />insulation and wood; white goods or large appliances; and <br />materials from land clearing operations such as stumps, <br />brush, dirt and rocks) at the Ivy Landfill has increased by <br />268 percent over the past five years; and <br />WHEREAS, the operating costs at the Ivy Landfill have <br />increased from $437,705 in FY 83 to $1,024,940 in FY 87; and <br />WHEREAS, it is appropriate that users of the landfill <br />desiring to dispose of inert materials should pay a charge <br />to defray the cost of disposal; and <br />WHEREAS, the County of Albemarle, on May 11, 1988, by <br />• resolution of its Board of Supervisors, adopted such a <br />charge and requested the City, as co-operator of the <br />landfill, to concur in its imposition; now, therefore, <br />BE IT RESOLVED by the Council of the City of <br />Charlottesville, Virginia that effective August 1, 1988, all <br />persons depositing inert materials at the Ivy Landfill shall <br />pay a handling and disposal charge (tipping fee) of $1.50 <br />per ton with a minimum charge of $1.50 per load. <br />BE IT FURTHER RESOLVED that City and Albemarle County <br />residents depositing inert materials such as household <br />appliances and brush from their own homes only in cars and <br />small trucks shall be exempted from the fee requirement. <br />Such refuse source represents a very small percentage of the <br />total refuse deposited at the landfill and it would be <br />administratively burdensome to charge and collect the fee <br />from this source. <br />BE IT FURTHER RESOLVED that if in the future costs <br />should change involving the handling and disposal of inert <br />material, changes in the tipping fee may be set at the <br />administrative discretion of the County Executive and the <br />City Manager, in direct proportion to the handling and <br />disposal costs. <br />• Approved by Council <br />May 16, 1988lerk of Council <br />
