0 <br />Michie Company - CSX Resolution <br />WHEREAS, the Council of the City of Charlottesville <br />("Council") hereby recites the following: <br />(1) Council has now received full opportunity to review the <br />plans of the Charlottesville Industrial Development Authority ("the <br />Authority") as those plans relate to a proposed long term lease <br />from the Authority to Mead Corporation and its subsidiary, the <br />Michie Company, ("Michie") on real estate frequently referred to as <br />the "signature site of the CSX railroad property", <br />(2) Such plans include the proposed site plan for the office <br />building, plaza, and parking facility which Michie will construct, <br />• and which site plan the Planning Commission has recently approved, <br />and also includes the architectural drawings and sketches of the <br />proposed building and site, <br />(3) Council has also had described to it the terms of said <br />long term lease which includes (a) an option to purchase on the <br />part of Michie, and (b) a provision in which Michie will pay the <br />Authority an annual fee in lieu of real estate taxes during the <br />term of the lease with said annual sum being equal to real estate <br />tax which would have been owed during the period had Michie <br />purchased the site in question, and <br />(4) Preliminary plans for extension of the Downtown Mall which <br />Michie has sought during negotiations of this development package, <br />have also been presented to Council. <br />• NOW THEREFORE BE IT RESOLVED, that this Council (a) approves <br />of the site and building plans described above, and (b) approves in <br />
