VA 22902 <br />Dear Mayor Edwards: <br />At the regular meeting of the Martha Jefferson Hospital Board of Trustees <br />on May 22, 1991, the Board voted to accept the conditions of the May 6, <br />1991 Resolution by Council for the amended Special Use Permit of the <br />• Hospital. We, therefore, will be able to proceed in a timely fashion. <br />The Trustees did not arrive at the above decision without significant <br />discussion. Broadening the Special Use Permit area to include the seven <br />hospital owned parcels on Locust Avenue potentially denies the Board of <br />any of its rights as the property owner for legitimate uses of that <br />property as it is zoned. The City had previously imposed restrictions in <br />1988 that limited how and what could be built on these properties that <br />effectively created the "buffer" that was being sought. We can only hope <br />Condition #7, when applied, will represent a balancing of the needs of the <br />Hospital, City and neighborhood groups relative to future planning in the <br />immediate hospital area. Any future resolutions in this regard should <br />include a more definitive determination as to what the neighbors' majority <br />opinion is as contrasted with what has been represented by a vocal few. <br />We do appreciate the approvals that the Hospital has received for <br />construction and the revenue bonds. It is our hope that in the future we <br />will do a better job of communicating to all concerned the importance of <br />our plans to the City.
