RESOLUTION • WHEREAS, the Charlottesville Housing Foundation, a private, non-profit organization, has, through direct or indirect action, worked towards addressing the housing needs of low to moderate income residents of Charlottesville and Albemarle County since 1968; and, WHEREAS, the Charlottesville Housing Foundation has plans to develop the property at 1400 Monticello Road, commonly known as the "After -Six Shirt Factory" into rental housing for the elderly and disabled to be known as MONTICELLO VISTA, and plans to construct an additional building on the site to house 12 families; and, WHEREAS, the Community Development Block Grant Task Force and the Charlottesville Planning Commission have both recommended approval of a $100,000 request by the Charlottesville Housing Foundation for a grant towards acquisition of the property; and, WHEREAS, the Charlottesville Housing Strategy adopted in February, 1990, identifies the critical need for such housing; and, WHEREAS, the Charlottesville Housing Strategy recommends that the City work in partnership with private and non-profit parties to meet the City's housing needs; and, WHEREAS, the Charlottesville Housing Strategy encourages the • utilization of funding from non -city sources such as the Virginia Housing Partnership Fund and private sources; and, WHEREAS, the Charlottesville Housing Foundation has pledged $100,000 of its. own funds which were raised through private solicitation, has commitments totaling $990,000 from the Virginia Housing Partnership Fund (VHPF) and private lenders, and is seeking other funds from VHPF and private equity investors using federal housing tax credits for this development; and, WHEREAS, a statement of approval or support by the City of Charlottesville will greatly enhance the strength of applications for additional funding needed for this development; BE IT THEREFORE RESOLVED, on this 15th day of April, 1991, that the City of Charlottesville generally supports the proposed development of MONTICELLO VISTA by the Charlottesville Housing Foundation; and, BE IT FURTHER RESOLVED that the City of Charlottesville agrees to grant $100,000 to the Charlottesville Housing Foundation for the purpose of acquiring the property at 1400 Monticello Road for the proposed housing development as recommended by the CDBG Task Force and the Planning Commission; provided that said agreement to grant is conditioned upon: • (a) approval of this expenditure by federal and state officials, including the U.S. Department of Housing and Urban Development ("HUD"); (b) receipt of $100,000 in federal funds from HUD; and
