RESOLUTION <br />• WHEREAS, the Charlottesville Housing Foundation, a private, <br />non-profit organization, has, through direct or indirect action, <br />worked towards addressing the housing needs of low to moderate <br />income residents of Charlottesville and Albemarle County since <br />1968; and, <br />WHEREAS, the Charlottesville Housing Foundation has plans to <br />develop the property at 1400 Monticello Road, commonly known as the <br />"After -Six Shirt Factory" into rental housing for the elderly and <br />disabled to be known as MONTICELLO VISTA, and plans to construct an <br />additional building on the site to house 12 families; and, <br />WHEREAS, the Community Development Block Grant Task Force and <br />the Charlottesville Planning Commission have both recommended <br />approval of a $100,000 request by the Charlottesville Housing <br />Foundation for a grant towards acquisition of the property; and, <br />WHEREAS, the Charlottesville Housing Strategy adopted in <br />February, 1990, identifies the critical need for such housing; and, <br />WHEREAS, the Charlottesville Housing Strategy recommends that <br />the City work in partnership with private and non-profit parties to <br />meet the City's housing needs; and, <br />WHEREAS, the Charlottesville Housing Strategy encourages the <br />• utilization of funding from non -city sources such as the Virginia <br />Housing Partnership Fund and private sources; and, <br />WHEREAS, the Charlottesville Housing Foundation has pledged <br />$100,000 of its. own funds which were raised through private <br />solicitation, has commitments totaling $990,000 from the Virginia <br />Housing Partnership Fund (VHPF) and private lenders, and is seeking <br />other funds from VHPF and private equity investors using federal <br />housing tax credits for this development; and, <br />WHEREAS, a statement of approval or support by the City of <br />Charlottesville will greatly enhance the strength of applications <br />for additional funding needed for this development; <br />BE IT THEREFORE RESOLVED, on this 15th day of April, 1991, <br />that the City of Charlottesville generally supports the proposed <br />development of MONTICELLO VISTA by the Charlottesville Housing <br />Foundation; and, <br />BE IT FURTHER RESOLVED that the City of Charlottesville agrees <br />to grant $100,000 to the Charlottesville Housing Foundation for the <br />purpose of acquiring the property at 1400 Monticello Road for the <br />proposed housing development as recommended by the CDBG Task Force <br />and the Planning Commission; provided that said agreement to grant <br />is conditioned upon: <br />• (a) approval of this expenditure by federal and state <br />officials, including the U.S. Department of Housing and Urban <br />Development ("HUD"); <br />(b) receipt of $100,000 in federal funds from HUD; and <br />
