• RESOLUTION <br />WHEREAS, the Commonwealth of Virginia has proposed <br />cutting social services budgets through consolidation of <br />local agencies and elimination of funding for local <br />management personnel; and <br />WHEREAS, the proposed consolidation has not been studied <br />in terms of its potential effects on costs, service <br />accessibility, service quality, and accountability; and <br />WHEREAS, the Charlottesville City Council is committed <br />to maximum efficiency and cost effectiveness in social <br />services delivery, consistent with responsive and effective <br />services to citizens; and <br />WHEREAS, the local social services delivery system is <br />already seriously underfunded by the state; <br />NOW, THEREFORE, BE IT RESOLVED, that the Charlottesville <br />City Council hereby requests the Virginia General Assembly to <br />establish a joint committee, with appropriate local <br />representation, to study and analyze the state and local <br />social services administrative structure and to evaluate the <br />is <br />possible advantages and disadvantages to the state, to <br />localities, and to the citizens of any proposed changes; and <br />BE IT FURTHER RESOLVED, that such study should include <br />the cost of the central administration on the state level, <br />which we understand may be among the highest compared to <br />other states; and <br />BE IT FURTHER RESOLVED, that the Commonwealth of <br />Virginia is requested to defer its announced consolidation <br />plan until such study has been carried out; and <br />BE IT FURTHER RESOLVED, that a copy of this resolution <br />be sent to the Governor and all members of the General <br />Assembly. <br />Approved by Council <br />January 22, 1991 <br />rk of City Council <br />`!i -b -3 <br />11 <br />
