• RESOLUTION APPROVING CERTAIN BLOCKS ON GROVE STREET AND KING STREET AS RESTRICTED PARKING BLOCKS WHEREAS, residents of (1) the 900 block of Grove Street from 10th Street, SW to 9th Street, SW, (2) the 1100 block of Grove Street from Spring Street to Jones Street, and (3) the 1000 block of King Street from loth Street, SW to Jones Street, have requested that City Council designate those portions of streets as restricted parking blocks; and WHEREAS, in accordance with the permit parking regulations, the City Traffic Engineer has conducted on street parking surveys and mailed notice to all residents of the affected areas that Council will consider designating such areas as restricted parking blocks; and WHEREAS, the surveys have shown that at least 75% of the total number of on street parking spaces in the proposed restricted parking blocks were occupied, and at least 50% of the total number of on street parking spaces in those blocks were occupied by commuter vehicles; and • WHEREAS, Council has considered: (a) the purpose and intent of the permit parking ordinance and regulations; (b) the alternate means of transportation, if any, to and from the restricted parking blocks being established; (c) the adverse impact that restricting parking in such blocks might have on nearby neighborhoods that do not have permit parking; and (d) the adverse impact that such restrictions may have on the non-residents of the proposed restricted parking blocks and their ability to find available parking near their place of work; now, therefore BE IT RESOLVED by the Council of the City of Charlottesville that (1) the 900 block of Grove Street from 10th Street, SW to 9th Street, SW, (2) the 1100 block of Grove Street from Spring Street to Jones Street, and (3) the 1000 block of King Street from 10th Street, SW to Jones Street, are hereby designated as restricted parking blocks.
