• RESOLUTION AMENDING A SPECIAL USE PERMIT GRANTED TO COVENANT SCHOOL TO ALLOW EXPANSION OF THE EXISTING PRIVATE SCHOOL TO INCLUDE GRADES KINDERGARTEN THROUGH ELEVENTH GRADE. WHEREAS, the Covenant School, owner of the property located at 1000 Birdwood Road, has requested amendment of the special use permit originally granted by City Council on May 20, 1985, and amended November 3, 1986, May 4, 1987, August 14, 1987 and July 6, 1993 (copies attached), to allow for the expansion of the existing private school to include grades kindergarten through eleventh grade, without change in the enrollment cap of 450 students. This amendment would also include the addition of five temporary classrooms in the building courtyard for two (2) years. This property is further identified as Parcels 7 and 7.1 on City Real Property Tax Map 45, having approximately 430 feet of frontage on the 250 By -Pass, 536 feet of frontage on Birdwood Road, 600 feet of frontage on Hillcrest Road, 600 feet of frontage on Edge Hill Road, and containing approximately 316,816 square feet of land or 7.27 acres; WHEREAS, following a joint public hearing before this Council and the Planning Commission, duly advertised and held on May 10, 1994, this Council finds that such use will conform to the criteria • applicable to special permits generally under Chapter 34 of the City Code; now, therefore BE IT RESOLVED by the Council of the City of Charlottesville, Virginia that the special use permit granted on May 20, 1985, and amended November 3, 1986, May 4, 1987, August 14, 1987 and July 6, 1993 for the Covenant School at 1000 Birdwood Road is hereby amended to allow for the expansion of the existing private school to include grades kindergarten through eleventh grade. Maximum enrollment at the school shall remain at 450 students. The approval of this special use permit is conditioned upon the following: 1. Administrative approval of the revised site plan showing five temporary classrooms, the addition of on-site parking and additional landscaping. 2. That the school adopt and confirm a policy allowing student drivers only under extenuating circumstances. 3. That the site plan improvements called for in the revised plan, be completed by September 1994. 4. That additional screening be provided along the edge of the new parking row along the entrance drive. 5. That the ramps for access and connection to the new temporary classrooms be covered. 6. That the school, at its expense, continue the use of the • off-duty police officer for traffic control during peak hours. Approved by Council May 16, 1994 rc o City council
