• RESOLUTION <br />AMENDING A SPECIAL USE PERMIT <br />GRANTED TO COVENANT SCHOOL <br />TO ALLOW EXPANSION OF THE EXISTING PRIVATE SCHOOL <br />TO INCLUDE GRADES KINDERGARTEN THROUGH ELEVENTH GRADE. <br />WHEREAS, the Covenant School, owner of the property located at <br />1000 Birdwood Road, has requested amendment of the special use <br />permit originally granted by City Council on May 20, 1985, and <br />amended November 3, 1986, May 4, 1987, August 14, 1987 and July 6, <br />1993 (copies attached), to allow for the expansion of the existing <br />private school to include grades kindergarten through eleventh <br />grade, without change in the enrollment cap of 450 students. This <br />amendment would also include the addition of five temporary <br />classrooms in the building courtyard for two (2) years. This <br />property is further identified as Parcels 7 and 7.1 on City Real <br />Property Tax Map 45, having approximately 430 feet of frontage on <br />the 250 By -Pass, 536 feet of frontage on Birdwood Road, 600 feet of <br />frontage on Hillcrest Road, 600 feet of frontage on Edge Hill Road, <br />and containing approximately 316,816 square feet of land or 7.27 <br />acres; <br />WHEREAS, following a joint public hearing before this Council <br />and the Planning Commission, duly advertised and held on May 10, <br />1994, this Council finds that such use will conform to the criteria <br />• applicable to special permits generally under Chapter 34 of the <br />City Code; now, therefore <br />BE IT RESOLVED by the Council of the City of Charlottesville, <br />Virginia that the special use permit granted on May 20, 1985, and <br />amended November 3, 1986, May 4, 1987, August 14, 1987 and July 6, <br />1993 for the Covenant School at 1000 Birdwood Road is hereby <br />amended to allow for the expansion of the existing private school <br />to include grades kindergarten through eleventh grade. Maximum <br />enrollment at the school shall remain at 450 students. <br />The approval of this special use permit is conditioned upon <br />the <br />following: <br />1. <br />Administrative approval of the revised site plan showing five <br />temporary classrooms, the addition of on-site parking and <br />additional landscaping. <br />2. <br />That the school adopt and confirm a policy allowing student <br />drivers only under extenuating circumstances. <br />3. <br />That the site plan improvements called for in the revised <br />plan, be completed by September 1994. <br />4. <br />That additional screening be provided along the edge of the <br />new parking row along the entrance drive. <br />5. <br />That the ramps for access and connection to the new temporary <br />classrooms be covered. <br />6. <br />That the school, at its expense, continue the use of the <br />• <br />off-duty police officer for traffic control during peak hours. <br />Approved by Council <br />May 16, 1994 rc o City council <br />
