For some <br />of us, one issue may stand out above <br />t;.e others. For some, this is jobs. <br />For others, the overriding issue is the <br />G :timed protection of the <br />e..•• :-o meat and the rural areas. <br />Jur Vision <br />For some, education is the basic <br />foundation for being able to achieve <br />eve,'Vtthino else. It is this diversity of <br />Priorities which makes us a vital <br />community. Regardless of our <br />individual priorities, however, we <br />have agreed on five themes. They <br />are: <br />Land UsefEnviroamental Balance <br />Balanced development is the phrase <br />that may best summarize what we seek in the <br />land use pattern of our community. We <br />visualize both a strong and vital urban care <br />t.at ars as a magnet at the center of our <br />community at the same time that we seek a <br />s+rounding rural area that remains <br />predominantly green and open where <br />-Ph-ning can stabilize and perhaps return. <br />We hope to retain the feel of a town, a vibrant <br />University town, rather than a large city. <br />We seek also to maintain a human we <br />rooted in strong neighborhoods. we want to <br />�cammunity that offers a variety of <br />potation Modesto provide convenient <br />I within and around the urban core and <br />between the core and outlying areas. The <br />tniversity will continue to be a derming <br />landmark in our community; so will the <br />downtown, a reworked 29 North, and the other <br />e..try corridors into the community. We <br />want our growth to add to our already built <br />=.rategic Questions <br />and planned communities and to strengthen, <br />rather than compete with what already exists. <br />Crowing within the limits of our resources is <br />a key concept in our attitudes about balancing <br />development and the natural environment <br />Water resources, in particular, must be <br />conserved and protected. Air quality, too, is <br />essential to maintaining the health and <br />beauty of our area. Beauty and aesthetics, <br />including respect for our historic character <br />and resources, will be principles applied in <br />judging our environment. We seek to <br />continue to be attractive and distinctive - <br />because of this we expect to attract visitors <br />and new residents, but we do not went to <br />exceed our ability to extend a warm welcome. <br />Though we focus on our immediate <br />community, we will also think in terms of <br />our larger region and the surrounding <br />counties which orient toward Charlottesville, <br />the University, and Albemarle County for <br />many services, functions and purposes. <br />:n judging how well we are doing, we will ask our selves, are we ... <br />• protecting our historical and cultural heritage? <br />• strengthening the urban care? <br />• building on established areas? <br />• planning for future growth? <br />• protec5ng the rural areas and open space? <br />• maintaining a human scale? <br />reentorcing the downtown? <br />protecting and improving 29 and other entry corridors? <br />gaining strength from raw growth by complimenting existing development? <br />staying within the limits of our resources? <br />improving the aesthe:ics and bea.:ty of our community? <br />maintaining Close c;,alg,es :hat make us attractive to residents <br />and v:5Cdr5 <br />w:r%,.ty w,lh ;h2 ar;2r <br />• land use/en:ironmental balance <br />• social well being <br />• economic opportunity <br />educational quality <br />government structure and publi: <br />services <br />Our challenge is to integrate <br />and balance these themes to <br />maintain a cohesive whole in our one <br />community. <br />Selected Comments <br />(The following are selected from <br />comments offered by individuals attending <br />the two Forum meetings. In some instances, <br />they have been edited for form or length.) <br />• I especially value the open space, the <br />views, the arehitecttu q the rural roar's, the <br />mountains and the access to them. <br />I line the Downtown Mall the way it is <br />free of cars and Lee and Jackson Parks . at <br />the University I appreciate the libraries, the <br />Bayly, the music programs and the medical <br />center. <br />• We must improve the inner city. <br />Wa must stop westing land -vie must <br />cluster development. <br />We must provide the infrastructure to <br />allow denser development. <br />• Sometimes our lams discourage what we <br />want most. <br />• It appears that -big business' hos great <br />clot_ and = get just about anything they <br />want. <br />• Thi City u the center of the community • <br />we have a responsibility to sustain this <br />function. <br />1JVA's growth along Main Street needs to <br />be hondled carefully. <br />We need to bring mon people to <br />downtown and resist 29 becoming the center <br />of:he world <br />• is is still c piece o% gent natural beauty. <br />
