• RESOLUTION <br />TO APPROVE THE <br />THOMAS JEFFERSON VENTURE REGIONAL STRATEGIC PLAN <br />WHEREAS, the Charlottesville City Council agreed to join with the localities of <br />the Counties of Albemarle, Fluvanna, Greene, Louise, and Nelson to work toward <br />meeting the requirements of the Regional Competitiveness Act; and <br />WHEREAS, the group appointed by the Thomas Jefferson Planning District <br />Commission, named the Thomas Jefferson Venture, has written By Laws to guide <br />the operation of the Thomas Jefferson Venture; and <br />WHEREAS, the Thomas Jefferson Venture has also developed and held <br />hearings on a Regional Strategic Plan; and <br />WHEREAS, the Thomas Jefferson Venture Regional Strategic Plan identifies <br />future regional activities in a five-year action plan including: <br />1) promotion of tourism and establishment of "heritage areas;" <br />• 2) expansion of workforce training and specialized learning for adults and <br />secondary education; <br />3) creation of a regional committee to seek regional consensus on strategies <br />for controlling sprawl; <br />4) creation of a regional partnership for development of employment centers <br />in outlying areas such as Zion Crossroads in Louisa and Fluvanna County and <br />Lovingston/Colleen corridor in Nelson County; <br />5) expansion of "Healthy Families" program to include entire planning district; <br />6) review of regional housing plan and commitment of funds to the regional <br />housing trust fund; <br />7) improvement of opportunities for affordable housing throughout the region <br />through examination of local land use ordinances and decision-making processes; <br />and <br />8) creation of a representative group of citizens from the region to convene <br />and identify issues and strategies for improving race relations in the region. <br />0 <br />
