Concurrent Resolution <br />• Of The Boards Of Supervisors Of The <br />Counties Of Albemarle And Fluvanna <br />And The Council Of The City Of Charlottesville <br />Creating The Blue Ridge Juvenile Detention Commission, <br />Establishing The Membership Of Such Commission, <br />And Detailing Its Powers And Responsibilities. <br />WHEREAS, a need has been identified for the construction of a juvenile correctional <br />facility to serve the Counties of Albemarle and Fluvanna and the City of Charlottesville (the <br />"Participating Jurisdictions"); and <br />WHEREAS, a "needs assessment" performed at the direction of the Participating <br />Jurisdictions indicates that their combined anticipated demand for juvenile correctional space <br />will be sufficient to utilize a 40 -bed juvenile detention facility expandable to 80 beds; and <br />WHEREAS, preliminary considerations indicate that this need can best be met by <br />building a new facility; and <br />WHEREAS, a program planning study performed for the City of Charlottesville and the <br />County of Albemarle by Mosely-Hams & McClintock estimates the total project cost to design <br />• and finance the construction of the Blue Ridge Juvenile Detention Center (the New Facility) to <br />be approximately $6.36 million dollars; and <br />WHEREAS, the Participating Jurisdictions have requested the Virginia Department of <br />Juvenile Justice to approve state funding participation in the design, construction, equipping and <br />operation of the Blue Ridge Juvenile Detention Facility, in the maximum amounts permitted by <br />state law; and <br />WHEREAS, the City of Charlottesville and the County of Albemarle now wish to create <br />a regional juvenile detention commission, as authorized by Va. Code §§ 16.1-315 to 16.1-322, to <br />be the appropriate legal entity to plan, finance, design, and construct the New Facility; <br />NOW, THEREFORE, BE IT CONCURRENTLY RESOLVED BY THE BOARDS <br />OF SUPERVISORS OF THE COUNTIES OF ALBEMARLE AND FLUVANNA, AND <br />THE COUNCIL OF THE CITY OF CHARLOTTESVILLE, THAT: <br />The Blue Ridge Juvenile Detention Commission (the "Commission") is hereby created <br />and established as a public body corporate under the laws of the Commonwealth of <br />Virginia. <br />2. The Commission shall have three members, who shall be the respective county <br />• administrator, county executive or city manager of each of the Participating Jurisdictions. <br />As required by Va.
