Concurrent Resolution <br />• of the <br />Boards of Supervisors of the <br />Counties of Albemarle, Fluvanna and Greene <br />and the Council of the City of Charlottesville <br />Creating the Blue Ridge Juvenile Detention Commission <br />Establishing the Membership of Such Commission, <br />and Detailing its Powers and Responsibilities, and <br />Requesting the Virginia Board of Juvenile Justice to Approve <br />State Prticipation in Funding the Construction, Equipping and Operation of <br />a 40 -Bed Detention Facility to Be Constructed by Such Commission. <br />WHEREAS, a need has been identified for the construction of a juvenile correctional facility to serve <br />the Counties of Albemarle, Fluvanna and Greene and the City of Charlottesville (the <br />"Participating Jurisdictions"); and <br />WHEREAS, a "needs assessment" performed at the direction of the City of Charlottesville and the <br />County of Albemarle indicates that their combined anticipated demand for juvenile correctional <br />space will be sufficient to utilize a 40 -bed juvenile detention facility expandable to 80 beds; and <br />WHEREAS, preliminary considerations indicate that this need can best be met by building a new <br />• facility; and <br />WHEREAS, a program planning study performed for Charlottesville and Albemarle by Mosely-Harris <br />& McClintock estimates the total project cost to design and finance the construction of the Blue <br />Ridge Juvenile Detention Center (the "New Facility") at approximately $ 6.14 million dollars; <br />and <br />WHEREAS, Albemarle, Charlottesville and Fluvanna have previously approved a resolution to create <br />a regional juvenile detention commission, as authorized by Va. Code §§ 16.1-315 to 16.1-322, <br />to be the appropriate legal entity to plan, finance, design, and construct the New Facility; <br />Greene County wishes also to become a Participating Jurisdiction; and Albemarle, <br />Charlottesville and Fluvanna wish to accept Greene's participation: and <br />WHEREAS, all four jurisdictions wish to formalize their request for state participation in the cost of <br />constructing, operating and equipping the New Facility; <br />NOW, THEREFORE, BE IT CONCURRENTLY RESOLVED BY THE BOARDS OF <br />SUPERVISORS OF THE COUNTIES OF ALBEMARLE, FLUVANNA AND GREENE, <br />AND THE COUNCIL OF THE CITY OF CHARLOTTESVILLE, THAT: <br />1. The Blue Ridge Juvenile Detention Commission (the "Commission") is hereby created <br />• and established as a public body corporate under the laws of the Commonwealth of <br />Virginia. <br />
