• g. Any person who knowingly allows a permit issued to a vehicle registered to him or <br />authorized for use to be used in violation of these regulations shall have such permit revoked and <br />the permit's replacement issuance may be denied by the Office of the City Treasurer for a period of <br />up to three (3) years. The office of the City Treasurer shall issue a summary of the regulations with <br />each permit, together with notice that a full set of these regulations is available upon request, which <br />shall serve as notice to the issuance of the contents of these regulations. <br />6.0 Implementation of a Restricted Parking Block <br />6.1 The Petition <br />Upon receipt of a petition on a form supplied by the city which is signed by at least one <br />member of at least 75% of the affected households of (1) any block within any existing permit <br />parking zone, or (2) any block within a proposed permit parking zone if that proposed zone has been <br />recommended by the traffic engineer and approved by the City Manager for Council consideration, <br />the City Manager shall cause an on -street parking survey to be conducted for the proposed restricted <br />parking block. <br />The petition referenced above shall be advisory in nature only and alleged defects in it, if any <br />exist or are alleged, shall not be grounds for invalidating any restricted parking block that later may <br />be implemented. <br />• 6.2 The Parkin SS�v <br />The on -street parking survey shall be conducted on at least three separate days at some time <br />during the hours for which the restricted parking is being sought. The survey shall seek to determine <br />whether at the time of the survey (1) at least 75% of the total number of on -street parking spaces in <br />the proposed restricted parking block are occupied, and (2) whether at least 50% of the total number <br />of on -street parking spaces in that block are occupied by commuter vehicles. <br />If the survey shows that the on -street parking spaces are so occupied (meeting both the 75% <br />and 50% minimum occupancy test), the City Manager shall certify this fact to the City Council along <br />with any recommendation he may have to whether Council should implement restricted parking in <br />the proposed restricted parking block. <br />6.3 Notice to Affected Households <br />Once a date has been set for Council consideration of the proposed restricted parking block, <br />a letter from the City Traffic Engineer shall be hand -delivered or sent by first class mail to at least <br />one resident of each of the affected households within the proposed restricted parking block. The <br />City Traffic Engineer shall make affidavit that such deliveries or mailings have been made and place <br />his or her affidavit with the other papers in the proposed restricted parking block or file. The letter <br />• shall provide residents of those households information concerning the nature of the proposal and <br />SIM <br />
