If a locality does not fill all its allocated business positions, the Consortium will <br />• assign those positions to one or more other localities. <br />One -Stop Partners: The Act sets forth certain categories of representation, the One -Stop <br />Partners. To insure the correct distribution of categories and voting consistent with the <br />population distribution, the attached chart mentioned above also sets forth the planning <br />district origin for those categorical appointments. The following process will be used to <br />appoint persons who meet these requirements: <br />1. Nominations will besought from categorical organizations, set forth in the Act, <br />by each planning district office. <br />Nomination forms will be received at the TJPDC office. <br />A committee of four CLEOs, two from each planning district, will me --t to prepare <br />a slate of categorically mandated WIB members, distributed as set forth in the <br />Chart. <br />Full Board Appointments: <br />The full group of CLEOs will meet to affirm the categorical nominees and the <br />business and industry nominees. <br />• 2. The TJPDC will prepare the Certification Form and submit to the State for the <br />Governor's certification. <br />Vacancies: Vacancies will be filled using the same procedure in order to maintain the correct <br />geographic and categorical distribution of WIB members. <br />Organization of the WIB: It is the intent of the CLEOs to create the full WIB to cover all the <br />localities. It is the desire of the CLEOs that PDC -level regional committees be formed by the <br />WIB which will conduct planning and other activities to advise the WIB in order that the distinct <br />characteristics of each planning district area have an avenue for in-depth focus. <br />Organization of the Consortium: The purpose of the Consortium is to maintain <br />communication with the WIB and perform oversight of certain WIB activities. <br />The Consortium shall elect a Chair and Vice -Chair from its members. One officer <br />shall be from each planning district. The Consortium may elect to elect two Co - <br />Chairs. <br />2. Two additional members, one from each planning district, will be chosen by the <br />Consortium to serve on an Executive Committee of the Consortium <br />3. The Consortium will meet, as a body, at least quarterly, beginning in March, <br />2000; a quorum of>50% will be required for any action to be taken. <br />• 4.
