December 1, 2000 City Council City of Charlottesville, Virginia Industrial Development Authority of the City of Charlottesville, Virginia Proposed Financing for The University of Virginia Health Services Foundation The University of Virginia Health Services Foundation ("HSF") has requested that the Industrial Development Authority of the City of Charlottesville, Virginia ("Authority"), recommend approval to the City Council of the financing of HSF's acquisition of certain real and personal property in Virginia, including the acquisition and installation of a gamma knife© (a specialized neurosurgical device) to be located at the University of Virginia Medical Center in the City of Charlottesville, Virginia ('Project"), by the issuance of revenue bonds by the • Industrial Development Authority of Louisa County ("Louisa Authority") in an amount not to exceed $5,100,000 ("Bonds"). Because a portion of the Bonds will be used to finance part of the Project which will be located in the City of Charlottesville, Virginia, Section 15.2-4905 of the Code of Virginia, as amended, requires concurrence by the Council with the inducement resolution adopted by the Louisa Authority on November 16, 2000. The Authority has conducted a public hearing on the proposed financing of the Project and has recommended that you approve the issuance of the Bonds as required by Section 147(f) of the Internal Revenue Code of 1986, as amended, and Section 15.2-4906 of the Code of Virginia of 1950, as amended. Attached hereto is (1) a certificate evidencing the conduct of the public hearing and the action taken by the Authority, (2) the Fiscal Impact Statement required pursuant to Virginia Code Section 15.2-4907, and (3) the form of resolution suggested by counsel to evidence your approval.
