• <br />• <br />C) Manner of Appointments. The City and/or County shall appoint the <br />specific individuals representing that locality who will serve on the <br />Commission, unless the member is solely designated by his position or <br />office, and by identifying the date upon which that individual's appointed <br />term will expire, if applicable. The representative of the University of <br />Virginia will be jointly appointed by the City and the County. <br />2) With respect to the RESPONSIBILITIES OF THE COMMISSION, the City and <br />the County agree that the Commission shall: <br />a) Adhere to the responsibilities of the Community Policy and Management <br />Team set forth in the Virginia Code Section 2.2-5200 et seq.; <br />b) Provide comprehensive short and long range planning for children and <br />family services within the Charlottesville/Albemarle community; <br />C) Make program and funding recommendations to the City and County <br />governing bodies within the budgetary procedures and guidelines set by <br />each jurisdiction; <br />d) Review and evaluate current service delivery systems to ensure that the <br />needs of children and families are being met effectively and efficiently; <br />e) Identify and encourage new and innovative approaches to program <br />development for children and families; <br />f) Identify additional public and private funding sources for children and <br />youth programs; <br />g) Participate in the yearly evaluation of the director of Commission staff; <br />h) Provide structured opportunities for community input and participation on <br />the needs of families, e.g. public hearings workshops focus groups and <br />work teams; <br />i) Provide an annual report to the Board of Supervisors and City Council to <br />insure that the County and City are in agreement with the policy and <br />direction set by the Commission. <br />3) With respect to STAFFING OF THE COMMISSION, the City and the County <br />agree that: <br />a) Staff will be hired, supervised and evaluated as mutually agreed upon by <br />the City and the County with assistance and input from the Commission; <br />b) Staff will be employees of the Gity of Ghadettesv County of Albemarle <br />subject to all personnel policies and entitled to all its benefits; provided, <br />however, that one current CCF employee will remain a City employee, <br />subject to all City policies and benefits, until his retirement. <br />4) With respect to FUNDING OF THE COMMISSION, the City and the County <br />• intend to: <br />
