RESOLUTION <br />• APPROVING AMENDMENTS TO THE CHARTER FOR <br />THE CENTRAL SHENANDOAH CRIMINAL JUSTICE TRAINING ACADEMY <br />WHEREAS, the Central Shenandoah Criminal Justice Training Academy ("Academy") <br />was originally organized in 1973 on the campus of the Blue Ridge Community College, to <br />provide basic and in-service training for law enforcement personnel; and <br />WHEREAS, the Academy serves more than fifty (50) political subdivisions and <br />localities, and numerous criminal justice agencies; and <br />WHEREAS, the Academy has been established by a written charter ("Charter") approved <br />by resolution of the participating localities and agencies, which Charter was last revised in <br />October 1998; and <br />WHEREAS, since 1998 the General Assembly has amended the Virginia Code and the <br />Department of Criminal Justice Services has revised the procedures governing how the Academy <br />must conduct its day-to-day business, and these changes necessitate amendments of the Charter <br />and of the By -Laws of the Academy; and <br />WHEREAS, in February and March of 2006 the governing board of the Academy voted <br />to amend the Charter, effective March 9, 2006, as well as its By -Laws; and <br />WHEREAS, the governing board of the Academy has transmitted the 2006 changes to <br />the Charter for approval and endorsement of the City of Charlottesville, by its City Council, a <br />• member locality, and <br />WHEREAS, § 15.2-1747 of the Code of Virginia (1950), as amended, provides that a <br />locality's governing body may enter into an agreement for a regional criminal justice training <br />academy, by resolution approving such agreement; <br />NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of <br />Charlottesville, Virginia, that the 2006 revisions to the Charter of the Central Shenandoah <br />Criminal Justice Training Academy, a revised copy of which is attached to this resolution and <br />incorporated herein by reference, be and it is hereby APPROVED and ADOPTED, and this <br />Council hereby re joins and continues its membership of the Academy, as authorized by § 15.2- <br />1747 of the Virginia Code. <br />THIS RESOLUTION SHALL BECOME EFFECTIVE UPON ADOPTION and the <br />Clerk of Council is hereby directed to forward an attested copy hereof to the Executive Director, <br />Central Shenandoah Criminal Justice Training Academy, 3045 Lee Highway, Weyers Cave, <br />Virginia, 24486. <br />Adopted: OLtLdIkSt 1 , 2006 <br />Attest: <br />J a e Cox, Clerk of Council <br />0 <br />
