Resolution Supporting <br />• Land and Water Conservation Fund (LWCF) Grant Application <br />For Riverview Park River Access Improvements <br />Whereas, the Virginia Department of Conservation and Recreation (DCR) provides funds to <br />political subdivisions of the Commonwealth of Virginia in acquiring and developing open space <br />and park lands; and <br />Whereas, there are urgent needs within the City of Charlottesville to develop park land; and <br />Whereas, Riverview Park is deemed of high development priority by the City and staff have <br />proposed improvements to Riverview Park, to include a boat launch, pier and pedestrian access <br />to the river, also referred to as the Rivanna River Overlook and Public Access Project; and <br />Whereas, in order to attain funding assistance from DCR it is necessary that the City of <br />Charlottesville guarantee that a proportionate share of the cost of said project is available; and <br />Whereas, the City's proportionate project share (estimated at $10,000) shall be funded through <br />an in-kind match of volunteer hours and equipment; <br />Now, Therefore, Be It Resolved by the Council for the City of Charlottesville that the City of <br />Charlottesville supports application to the Virginia Department of Conservation and Recreation <br />for LWCF funding to make access improvements to the Rivanna River at Riverview Park. <br />0 And Be It Further Resolved that: <br />I . Such information or materials as may be necessary shall be provided to the Department <br />of Conservation and Recreation and the City Manager, or his designee, may enter into such <br />agreements as may be necessary to permit the formulation, approval and funding of the Rivanna <br />River Overlook and Public Access Project . <br />2. The City hereby assures that the General Provisions of the Land and Water Conservation <br />Fund Act and the fiscal procedures will be complied with in the administration of this project. <br />3. The City will operate and maintain the public recreation facility in good condition and <br />will provide permanent signage acknowledging the contributions of the participating funding <br />agencies and that this signage will clearly state that the said facility is a public recreational <br />facility. <br />4. The City shall dedicate the metes and bounds of the Rivanna River Overlook and Public <br />Access Project properties in perpetuity, for public outdoor recreational purposes in accordance <br />with the Land and Water Conservation Fund Act. <br />5. The City hereby assures that all applicable federal and state regulations governing such <br />expenditure of funds will be complied with in the administration, development, and subsequent <br />operation of this project. <br />• <br />
