• A RESOLUTION <br />IMPLEMENTING DROUGHT WARNING STAGE RESTRICTIONS <br />ON THE USE OF WATER DRAWN FROM THE CITY'S <br />PUBLIC WATER SUPPLY <br />WHEREAS, on July 23, 2007 the Rivanna Water and Sewer Authority <br />("RWSA"), the City's supplier of potable water, issued a Drought Watch urging residents <br />of the City of Charlottesville and Albemarle County to voluntarily limit their use of the <br />public water supply and to adopt water conservation measures; and, <br />WHEREAS, due to continued limited rainfall since the declaration of a Drought <br />Watch, streams within the water supply watershed are flowing at less than 20% of <br />seasonally -adjusted normal levels, and the supply of water in the reservoirs that serve the <br />region is decreasing; and, <br />WHEREAS, on August 15, 2007 RWSA declared a Drought Warning due to the <br />continued drought conditions in the Charlottesville -Albemarle area, and formally <br />requested that the Charlottesville City Council hold a special meeting as soon as <br />reasonably possible for the purpose of authorizing the implementation of certain <br />mandatory water restrictions as set forth in Charlottesville City Code see. 31-125; and, <br />WHEREAS, the implementation of mandatory restrictions on the use of water <br />• from the public water supply is necessary to protect the public health, safety and welfare. <br />NOW, THEREFORE, BE IT RESOLVED by the Council for the City of <br />Charlottesville, Virginia that: <br />1. A water supply emergency is reasonably likely to occur if mandatory water <br />conservation measures are not implemented. <br />2. Pursuant to Charlottesville City Code sec. 31-125, the following drought <br />warning stage restrictions on the use of water drawn from the City's public water supply <br />are hereby in effect: <br />(1) Watering of outside shrubbery, trees, lawns, grass, plants, home <br />vegetable gardens, or any other vegetation, except from a watering can or other <br />container not exceeding three (3) gallons in capacity. This limitation shall not <br />apply to commercial greenhouses or nursery stocks, which may be watered in the <br />minimum amount required to preserve plant life before 7:00 a.m. or after 8:00 <br />p.m. <br />(2) Washing of automobiles, trucks, trailers, or any other type of mobile <br />equipment, except in licensed commercial vehicle wash facilities. <br />
