RESOLUTION
<br />APPROVING 2007 COMPREHENSIVE PLAN
<br />FOR THE CITY OF CHARLOTTESVILLE
<br />WHEREAS, this Council in 2001 adopted a Comprehensive Plan for the City of
<br />Charlottesville;
<br />WHEREAS, the Code of Virginia requires such plan be reviewed every five years, and
<br />the City Planning Commission (hereinafter "Planning Commission") with the assistance of the
<br />City's Department of Neighborhood Development Services, and as required by Va. Code §15.2-
<br />2230, has undertaken a review of the City's 2001 Comprehensive Plan, and has determined that it
<br />would be advisable to amend such plan;
<br />WHEREAS, in preparation of an updated comprehensive plan for the City, the Planning
<br />Commission has made careful and comprehensive surveys and studies of existing conditions and
<br />trends of growth within the City, and of the probable future requirements of the City's territory
<br />and inhabitants, including surveys and studies such as those contemplated within Va. Code §
<br />15.2-2224;
<br />WHEREAS, the 2007 Comprehensive Plan has been made with the purpose of guiding
<br />and accomplishing a coordinated, adjusted and harmonious development of the territory within
<br />the City which will, in accordance with present and probable future needs and resources, best
<br />promote the health, safety, morals, order, convenience, prosperity and general welfare of the
<br />• city's inhabitants;
<br />WHEREAS, the 2007 Comprehensive Plan is general in nature, in that it designates the
<br />general or approximate location, character, and extent of each feature shown on the plan, and
<br />indicates where existing lands or facilities are proposed to be extended, widened, removed,
<br />relocated, vacated, narrowed, abandoned, or changed in use, as the case may be, and the plan,
<br />with the accompanying maps, plats, charts and descriptive matter, shows the locality's long-range
<br />recommendation for implementation as part of the general development of the territory covered
<br />by the plan;
<br />WHEREAS, on July 10, 2007, following notice given by the Planning Commission in
<br />accordance with §15.2-2204 of the Virginia Code, the Planning Commission held a joint public
<br />hearing of the Commission and City Council on the 2007 Comprehensive Plan;
<br />WHEREAS, on July 10, 2007 the Planning Commission approved the 2007
<br />Comprehensive Plan, including Appendices One, Two and Three and directed that the Plan be
<br />transmitted to City Council for consideration.
<br />NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Charlottesville,
<br />that the aforesaid 2007 Comprehensive Plan, as recommended by the City Planning Commission,
<br />and as amended by the inclusion of additional comments proposed by staff and Council on
<br />August 6, 2007, is hereby approved and adopted as the official Comprehensive Plan of the City
<br />pursuant to Va. Code Section 15.2-2226.
<br />• Appendix One ("Neighborhood Plan Information") is not deemed a part of the official 2007
<br />Comprehensive Plan but shall be considered as a supplemental statement of background data,
