RESOLUTION GRANTING A SPECIAL USE PERMIT • TO VIRGINIA SUPPORTIVE HOUSING TO OPERATE A SINGLE ROOM OCCUPANCY FACILITY AT 401 FOURTH STREET, N.W. WHEREAS, Virginia Supportive Housing (VSH), acting as agent for Region Ten Community Services Board, Inc., the owner of property located at 401 0 Street, N.W., identified on City Tax Map 32 as Parcel 26, consisting of approximately 32,431 square feet or 0.74 acres ("Subject Property), has requested a special use permit with respect thereto, to allow operation of a facility containing a maximum of 60 single room occupancy (SRO) units; WHEREAS, Region Ten Community Services Board supports the request for a special use permit by Virginia Supportive Housing to use the leased space as described above; and WHEREAS, the Subject Property is zoned Manufacturing -Industrial (M -I) District, and, pursuant to §34-480 of the City Code, such modifications for use of the property are allowed by Special Use Permit; and WHEREAS, following a joint public hearing before this Council and the Planning Commission, duly advertised and held on November 10, 2009, this Council finds that such use is allowed under City Code §34-480, and will conform to the criteria applicable to special permits generally under Chapter 34 of the City Code; now, therefore • BE IT RESOLVED by the Council of the City of Charlottesville, Virginia that a special use permit is hereby approved and granted to Virginia Supportive Housing to allow operation of a facility with up to 60 SRO dwelling units at 401 4s' Street, N.W. Approval of this special use permit is conditioned upon the following: 1. A minimum of 31 parking spaces shall be provided on site. 2. A copy of the written rules, operational and enforcement policies for the SRO facilities, and a list of the supportive services provided by Applicant, shall be kept on file in the Neighborhood Development Services Department.
