117 <br /> <br />COUNCIL CHAMBER - May 2, 1988 <br /> <br /> Council met in regular session on this date with the <br />following members present: Mr. Barnes, Mr. Buck, Mrs. <br />Gleason, Dr. Hall, Mr. Towe. <br /> <br />MINUTES <br /> <br /> on'motion by Mr. Barnes, seconded by Dr. Hall, the <br />minutes of the April 18th meeting were unanimously approved <br />as presented. <br /> <br /> On motion by Mrs. Gleason, seconded by Mr. Towe, the <br />minutes of the April 19th meeting were unanimously approved <br />as presented. <br /> <br />PUBLIC <br /> <br /> Mr. John Houchens of Druid Avenue, and the owner of <br />rental property at the intersection of Avon and Elliott <br />Avenue, requested that the City pave the alley to the rear <br />of the residences at the intersection because of the <br />displacement of on-street parking. Mr. Houchens noted <br />that the City had agreed to install two lights in the alley. <br /> <br /> Mr. Buck requested that staff provide Council with a <br />report on the situation and put the item on the May 16th <br />agenda. <br /> <br /> Mr. Hendrix stated that the decision by staff not to <br />pave the alley was made on the basis of setting a precedent, <br />not the cost of this project, which was estimated to be <br />approximately $2,000. <br /> <br />PRESENTATION: RECOGNITION OF CITIZEN BRAVERY <br /> <br /> On motion by Mr. Towe, seconded by Mrs. Gleason, <br />Council unanimously passed a resolution recognizing the <br />courageous efforts of Mr. Larry Crawford, Mr. Raymond Klein, <br />and Mr. Paul V. Martin, Jr. in attempting to save three <br />local residents following a canoe accident at the South <br />Rivanna Reservoir. Mr. Crawford, Mr. Klein, and Mr. Martin <br />were introduced and congratulated. <br /> <br />PUBLIC HEARING: EXPANDING PERMIT PARKING <br /> <br /> Mr. Hendrix stated that the City had received requests <br />from citizens to expand the permit parking zone in the North <br />Downtown area. Mr. Hendrix explained that expanding the <br />permit parking zone would enable residents of the <br />neighborhood to petition the City to have permit parking on <br />their street. Mr. Hendrix recommended that Council carry <br />over the public hearing to the next meeting due to the fact <br />that the item was not included on the published agenda. <br /> <br /> Mr. Robert Gilliam-Turner of 509 8th Street, N.E. urged <br />Council to expand the permit parking zone due to the <br />inability of residents to park during the day near their <br />homes. <br /> <br /> Mr. Musselman stated that he has an office on 7th <br />Street and was concerned that permit parking would interfere <br />with his client's ability to park. <br /> <br /> Mr. Jim Marshall, Traffic Engineer, stated that parking <br />spaces adjacent to commercial properties or to Martha <br />Jefferson Hospital would not become permit parking even if <br />they were included within the zone. Mr. Marshall explained <br />that once an area is zoned for permit parking, residents in <br />a block can petition the City and if there is at least 75% <br />support for permit parking, and the area meets the 75% <br />occupancy rate (which is tested nine separate times), then <br />the area qualifies for permit parking. <br /> <br /> <br />
