1!9 RESOLUTION: GRANTING SPECIAL PERMIT FOR EXPANSION OF MARTHA JEFFERSON HOSPITAL Mr. Barnes stated that he would abstain from consideration of the special permit due to the close proximity of his residence to Martha Jefferson Hospital. Mrs. Gleason stated that she would abstain from consideration of the special permit due to a potential conflict of interest. Mr. Ron Higgins, Planner in the Department of Community Development, reviewed the proposed expansion and stated that the Planning Commission recommended approval for the following reasons: !) It is in harmony with the Land Use Plan of the Comprehensive Plan; 2) It will not have a significant adverse impact on the surrounding area if conditions are met; and 3) The proposed plan is in keeping with the expectations of the Martha Jefferson Hospital Impact Study of 1977 which anticipated growth of the Hospital in this next block north. This approval was based upon conditions included in the special permit resolution. Mr. Higgins also reviewed the request by Martha Jefferson Hospital to close a portion of St. Charles Avenue and Taylor Street and stated that the Planning Commission recommended closing the streets with the following conditions: 1) That the applicants be responsible for the relocation and replacement of all utilities within the street right-of-way to the specifications of the City of Charlottesville; 2) That easements for the maintenance and repair of all relocated utilities be provided to the City where needed) and 3) That a safe pedestrian linkage be provided from Lexington to Locust Avenues, for the use of the neighborhood and visitors and shown on the site plan. Mr. Higgins stated that it was recommended that a traffic analysis be conducted in the neighborhood following the expansion. Responding to a question from Mr. Towe regarding concerns raised by the Taylor fa~lily, Mr. Higgins stated that the Hospital has agreed to memorialize the Taylor name and the street in honor of the Taylor family. On motion by Mr. Towe, seconded by Dr. Hall, the resolution granting a special permit for the expansion of Martha Jefferson Hospital was approved by the following vote. Ayes: Mr. Buck, Dr. Hall, Mr. Towe. Noes: None. Abstaining: Mr. Barnes and Mrs. Gleason. WHEREAS, the Board of Trustees of the Martha Jefferson Hospital has requested a special permit to allow expansion of the hospital with parking decks, and involving properties on both sides of the 500 block of St. Charles Avenue and Taylor Street, having collectively 350 feet of frontage on each side of St. Charles Avenue, 255 feet of frontage on Taylor Street, 257 feet of frontage on Sycamore Street and containing collectively 88,150 square feet of land or 2.02 acres; and WHEREAS, following a joint public hearing before this Council and the Planning Commission, duly advertised and held on march 8, 1988, and subsequently continued on April 12, 1988, this Council finds that such use will conform to the criteria applicable to special permits generally under Chapter 31 of the City Code) now, therefore BE IT RESOLVED by the Council of the City of Charlottesville, Virginia that the special permit is hereby granted to Martha Jefferson Hospital to allow expansion of the hospital.
