1!9 <br /> <br />RESOLUTION: GRANTING SPECIAL PERMIT FOR EXPANSION OF MARTHA <br />JEFFERSON HOSPITAL <br /> <br /> Mr. Barnes stated that he would abstain from <br />consideration of the special permit due to the close <br />proximity of his residence to Martha Jefferson Hospital. <br /> <br /> Mrs. Gleason stated that she would abstain from <br />consideration of the special permit due to a potential <br />conflict of interest. <br /> <br /> Mr. Ron Higgins, Planner in the Department of Community <br />Development, reviewed the proposed expansion and stated that <br />the Planning Commission recommended approval for the <br />following reasons: !) It is in harmony with the Land Use <br />Plan of the Comprehensive Plan; 2) It will not have a <br />significant adverse impact on the surrounding area if <br />conditions are met; and 3) The proposed plan is in keeping <br />with the expectations of the Martha Jefferson Hospital <br />Impact Study of 1977 which anticipated growth of the <br />Hospital in this next block north. This approval was <br />based upon conditions included in the special permit <br />resolution. <br /> <br /> Mr. Higgins also reviewed the request by Martha <br />Jefferson Hospital to close a portion of St. Charles Avenue <br />and Taylor Street and stated that the Planning Commission <br />recommended closing the streets with the following <br />conditions: 1) That the applicants be responsible for the <br />relocation and replacement of all utilities within the <br />street right-of-way to the specifications of the City of <br />Charlottesville; 2) That easements for the maintenance and <br />repair of all relocated utilities be provided to the City <br />where needed) and 3) That a safe pedestrian linkage be <br />provided from Lexington to Locust Avenues, for the use of <br />the neighborhood and visitors and shown on the site plan. <br />Mr. Higgins stated that it was recommended that a traffic <br />analysis be conducted in the neighborhood following the <br />expansion. <br /> <br /> Responding to a question from Mr. Towe regarding <br />concerns raised by the Taylor fa~lily, Mr. Higgins stated <br />that the Hospital has agreed to memorialize the Taylor name <br />and the street in honor of the Taylor family. <br /> <br /> On motion by Mr. Towe, seconded by Dr. Hall, the <br />resolution granting a special permit for the expansion of <br />Martha Jefferson Hospital was approved by the following <br />vote. Ayes: Mr. Buck, Dr. Hall, Mr. Towe. Noes: None. <br />Abstaining: Mr. Barnes and Mrs. Gleason. <br /> <br /> WHEREAS, the Board of Trustees of the Martha Jefferson <br />Hospital has requested a special permit to allow expansion of <br />the hospital with parking decks, and involving properties on <br />both sides of the 500 block of St. Charles Avenue and Taylor <br />Street, having collectively 350 feet of frontage on each side <br />of St. Charles Avenue, 255 feet of frontage on Taylor Street, <br />257 feet of frontage on Sycamore Street and containing <br />collectively 88,150 square feet of land or 2.02 acres; and <br /> <br /> WHEREAS, following a joint public hearing before this <br />Council and the Planning Commission, duly advertised and held <br />on march 8, 1988, and subsequently continued on April 12, <br />1988, this Council finds that such use will conform to the <br />criteria applicable to special permits generally under <br />Chapter 31 of the City Code) now, therefore <br /> <br /> BE IT RESOLVED by the Council of the City of <br />Charlottesville, Virginia that the special permit is hereby <br />granted to Martha Jefferson Hospital to allow expansion of <br />the hospital. <br /> <br /> <br />
