121

Garage be perimeter lighting as opposed to pole lighting to
avoid adverse impact on adjacent neighborhood.

11o That houses owned or hereafter acquired by Martha
Jefferson Hospital on the east side of Lexington Avenue
between Taylor and Sycamore Streets remain in residential use
until such time as the land use plan is changed to permit
nonresidential use on those properties, and such houses be
maintained in good conditions, and provisions of safe and
operable utilities.

12. That the property within the special use permit area
and facing Sycamore Street have buildings no more than 25
feet high to a depth of 55 feet from the Sycamore Street
right-of-way, unless the Comprehensive Plan is changed to
office or business use north of Sycamore Street.

13. That properties on the west side of Locust Avenue
between Sycamore and Taylor Streets, owned or hereafter
acquired by Martha Jefferson Hospital, be maintained in good
condition so as to avoid adverse impacts on the neighborhood
unless or until they are relocated or razed, and the scale of
the buildings, existing or new, be in keeping with the
residential scale of buildings along Locust Avenue. The
design of any such building will be subject to review by the
Director of Planning and Community Development or the
Planning Commission so as to be compatible with the
neighborhood.

14. That the parking garage be extended, if financially
feasible within the $1.5 million limit, toward Sycamore
Street to a line approximately forty (40) feet from the
Sycamore Street right-of-way, along with the elimination of
the surface parking area on the.north side,of the garage.
This would allow for additional parking for the hospital
while also allowing additional landscaped buffer area for the
neighborhood.

Mr. Buck congratulated the Martha Jefferson Hospital
and Neighborhood Association for working together for a
solution regarding the Hospital expansion.

ORDINANCE: CLOSING PORTIONS OF ST. ~HARLES AND TAYLOR STREET

On motion by Mr. Towe, seconded by Dr. Hall, the
ordinance entitled "AN ORDINANCE CLOSING, VACATING AND
DISCONTINUING PORTIONS OF ST. CHARLES AVENUE AND TAYLOR
STREET" was offered and carried over to the next meeting for
consideration.

ORDINANCE: AUTHORIZING SALE OF PROPERTY ON VINE STREET

Mr. Hendrix stated that a portion of a house fronting
on Rives Street encroaches on Vine Street and the owner has
requested that the City sell the property. Mr. Hendrix
stated that while there was a difference of opinion among
staff, with Public Works recommending against selling the
property and Community Development recommending that the
property be sold, it was the general recommendation of staff
that the selling the property would not cause problems since
50 feet of right-of-way would remain should the street ever
be opened.

Mr. Barnes stated that he would abstain due to a-
conflict of interest.

On motion by Dr. Hall, seconded by Mrs. Gleason, ~the
ordinance entitled "AN ORDINANCE TO AUTHORIZE THE SALE TO
PETER AND COLBY JOHNSON OF A PORTION OF.THE RIGHT-OF-WAY OF
VINE STREET-AND TO AUTHORIZE THE MAYOR'S SIGNATURE ON THE
DEED ~OF CONVEYANCE" was offered and carried over to the next
meeting for consideration.
