Hall. <br /> <br />ORDINANCE: RELATING TO MOTORIZED VEHICLES IN CEMETERIES, PARKS <br />AND ON PUBLIC.SCHOOL PROPERTY (2nd reading) <br /> <br /> The ordinance entitled "AN ORDINANCE TO AMEND AND <br />REORDAIN SECTION 16-10 OF ARTICLE I OF CHAPTER 16 OF THE <br />CODE OF THE CITY OF CHARLOTTESVILLE, 1976, AS AMENDED, <br />RELATING TO MOTORIZED VEHICLES IN CEMETERIES, PARKS AND ON <br />PUBLIC SCHOOL PROPERTY," which was offered at the May 2nd <br />meeting, was approved by the following vote. Aye: Mr. <br />Barnes, Mr. Buck, Mrs. Gleason, Mr. Towe. Noes: None. <br />Absent: Dr. Hall. <br /> <br />ORDINANCE: AUTHORIZING SALE OF PROPERTY ON VINE STREET <br />(2nd reading) <br /> <br /> The ordinance entitled "AN ORDINANCE TO AUTHORIZE THE <br />SALE TO PETER AND COLBY JOHNSON OF A PORTION OF THE <br />RIGHT-OF-WAY OF VINE STREET AND TO AUTHORIZE THE MAYOR'S <br />SIGNATURE ON THE DEED OF CONVEYANCE," which was offered at <br />the May~ 2nd meeting, was approved by the following vote. <br />Ayes: Mr. Buck, Mrs. Gleason, Mr. Towe. Noes: None. <br />Abstaining: Mr.~Barnes. Absent: Dr. Hall. <br /> <br />ORDINANCE: CLOSING A PORTION OF SUNSET AVENUE <br /> <br /> Mr. Hendrix stated that the Planning Commission and <br />Council had held a joint public hearing on closing a portion <br />of Sunset Avenue and the Planning Commission recommended <br />closing Sunset Avenue for the following reasons: 1) Sunset <br />Avenue is inadequate to safely handle current traffic load <br />and any additional traffic will create further problems due <br />to the steep grades, severe curvature, narrow shoulders and <br />narrow pavement width of this street; 2) Sunset Avenue is <br />functioning as a "local" street and is not configured to <br />enable adequate improvements to handle additional traffic; <br />and 3) The measures needed to improve Sunset Avenue to <br />handle traffic safely will be drastic and have an adverse <br />environmental impact on the site and neighborhood. Mr. <br />Hendrix stated that the draft report of the Jefferson Park <br />Avenue/Fontaine Avenue study recommends closing Sunset <br />Avenue. Mr. Hendrix stated that private property would have <br />to be purchased to provide the necessary turnaround. <br /> <br /> Mr. Buck stated that the Albemarle County Board of <br />Supervisors had written the Council asking that action on <br />closing Sunset Avenue be deferred, but noted that the <br />Supervisors recognized the time constraints involved and the <br />City's need to protect its citizens. Mr. Buck recommended <br />that the City and County staff work together to coordinate <br />the closing. <br /> <br /> Ms. Mueller stated that only the point at which the <br /> road will be closed is set at this time, and that other <br />'issues are flexible. <br /> <br /> Mr. Towe requested that staff provide a cost estimate <br />for closing Sunset Avenue and also provide a report on how <br />the Diamonds, adjacent property owners to the area to be <br />closed, will be affected by the closing. <br /> <br /> Mr. Barnes stated that he would abstain from discussing <br />the matter due to a conflict of interest. <br /> <br /> On motion by Mrs. Gleason, seconded by Mr. Towe, the <br />ordinance entitled "AN ORDINANCE CLOSING, VACATING, AND <br />DISCONTINUING A PORTION OF SUNSET AVENUE" was offered and <br />carried over to the next meeting for consideration. <br /> <br /> <br />
