138 <br /> <br />education are important regarding the smoking issue and <br />urged citizens to make their feelings about smoking known to <br />businesses. <br /> <br /> Mr. Buck stated that it would be his preference to <br />either prohibit smoking totally in restaurants or not <br />regulate at all, but stated that he would not vote in favor <br />of a total prohibition because it might put City restaurants <br />at a competitive disadvantage. <br /> <br /> On motion by Mr. Towe, seconded by Mr. Barnes, the <br />ordinance was amended to include restricting smoking in <br />grocery stores by the following vote. Ayes: Mr. Barnes, <br />Mrs. Gleason, Dr. Hall, Mr. Towe. Noes: Mr. Buck. <br /> <br /> On motion by Mrs, Gleason, seconded by Mr. Towe, the <br />ordinance was unanimously amended to ban smoking in private <br />restrooms unless separate, non-smoking restrooms are <br />provided. <br /> <br /> Mrs. Gleason made a motion to amend the ordinance to <br />include a ban on smoking in public restrooms unless separate <br />non-smoking facilities are provided. Dr. Hall seconded the <br />motion. The motion was defeated by the following vote. <br />Ayes: Mrs. Gleason, Dr. Hall. Noes: Mr. Barnes, Mr. <br />Buck, Mr. Towe. <br /> <br /> On motion by Mr. Buck, seconded by Mrs. Gleason, the <br />ordinance was unanimously amended to exempt psychiatric <br />hospitals from smoking regulations. <br /> <br /> On motion by Mr. Barnes, seconded by Mrs. Gleason, the <br />ordinance was unanimously amended to include the following <br />language: "In determining whether the designated twenty <br />percent non-smoking area is of sufficient size to comply <br />with this ordinance, seats in any room or area which is <br />closed for business at the time of determination shall not <br />be counted." <br /> <br /> On motion by Mrs. Gleason, seconded by Mr. Towe, the <br />ordinance was unanimously amended to make signage showing <br />smoking policy in restaurants not regulated (under 75 seats) <br />mandatory. <br /> <br /> On motion by Dr. Hall, seconded by Mr. Towe, the <br />ordinance entitled "AN ORDINANCE REGULATING SMOKING IN <br />PUBLIC PLACES AND CERTAIN PLACES OF EMPLOYMENT," as amended, <br />was offered and carried over to the next meeting for <br />consideration. <br /> <br />APPOINTMENT: BOARDS AND COMMISSIONS <br /> <br /> On motion by Mr. Towe, Mr. Brian Thomas was unanimously <br />appointed to the. Loan and Grant Committee. <br /> <br /> On motion by Dr. Hall, Mr. Francis Fife was unanimously <br />reappointed to serve a two-year term on the Rivanna Water <br />and Sewer Authority. This term will expire on May 1, 1990. <br /> <br />APPROPRIATION: <br /> <br />(2nd reading) <br /> <br />$6,900 - STATE GRANT FOR TEMPORARY CARE WORKER <br /> <br /> The $6,900 appropriation of the State Grant for <br />Temporary Care Worker which was offered at the May 16th <br />meeting was approved by the following vote. Ayes: Mr. <br />Barnes, Mr. Buck, Mrs. Gleason, Dr. Hall, Mr. Towe.
