174 <br /> <br />appropriated from funds received from the aforesaid grant as <br />a Subgrant to the Charlottesville RedeVelOpment and Housing <br /> <br />Authority: <br /> <br />ACCOUNT CODE <br /> <br />18-042-093518 <br />18-042-092505 <br /> <br />PURPOSE AMOUNT <br /> <br />City-Wide Homeowner Rehabilitation $182,837 <br />Housing Administration 10,000 <br /> <br />The City Manager, the Directors of Finance and Planning and <br />Community Development, and staff of the Charlottesville <br />Redevelopment and Housing Authority (CRHA) are authorized and <br />directed to establish appropriate expenditure sub-accounts in <br />the Community Development Block Grant Fund to assist the City <br />and CRHA in accounting for such programs, and to establish <br />administrative procedures and provide for mutual assistance <br />in the ~execution of the programs as provided by the Board of <br />CRHA. The portion of this appropriation designated for <br />"Cooperative Housing" is conditioned upon presentation to and <br />approval by Council of a final plan so far as it related to <br />such housing program. <br /> <br />APPROPRIATION: $70~972 - GRANT TO YOUTH SERVICE CENTER <br /> <br /> Mr. Hendrix stated that the appropriation included <br />$53,299 from the Virginia Department of Corrections, $4,181 <br />from Outreach Counseling Services, and $13,562 from the <br />City, which was approved in the budget. <br /> <br /> Responding to a question from Mr. Towe about County <br />participation, Mr. Hendrix stated that Albemarle County has <br />been asked to participate but has not done so and therefore <br />only City residents are served. <br /> <br /> Responding to a question from Rev. Edwards, Mr. Rory <br />Carpenter, Director of the Youth Service Center, stated that <br />the Center provides outreach, group and family counseling as <br />well as the Rent-A-Teen Program and other indirect services. <br /> <br /> On motion by Rev. Edwards, seconded by Mr. Vandever, <br />the $70,972 appropriation to the Youth Service Center was <br />offered and carried over to the next meeting for <br />consideration. <br /> <br />APPROPRIATION: $12,000 - SUNSET AVENUE TURNAROUND (LAND <br />ACQUISITION AND CONSTRUCTION) <br /> <br /> Mr. Hendrix stated that the appropriation would provide <br />$2,000 for property acquisition and $10,000 to construct the <br />turnaround to allow for the closing of Sunset Avenue. Mr. <br />Hendrix stated that the City is coordinating the closing <br />with the State Highway Department. <br /> <br /> On motion by Mr. Towe, seconded by Mr. VandeVer, the <br />$12,000 appropriation for the Sunset Avenue turnaround was <br />offered and carried over to the next meeting for <br />consideration. <br /> <br />APPROPRIATION: $1,553.72 - POLICE DEPARTMENT (SEIZURE PROCEEDS) <br /> <br /> Mr. Hendrix stated that the appropriation was from the <br />U. S. Justice Department for a percentage of property <br />confiscated and the funds would go to the Drug Unit in the <br />Police Department. Mr. Hendrix stated that these are <br />federal funds and that state seizure proceeds are currently <br />put into the State's Literary Fund, but the General AsSembly <br />may take action to change this policy so that local police <br />departments would be given 50% of the proceeds. <br /> <br /> On motion by Rev. Edwards, seconded by Mr. Towe, the <br />$1,533.72 appropriation to the Police Department was offered <br />and carried over to the next meeting for consideration. <br /> <br /> <br />
