182 <br /> <br />Mr. Hurt is a member. <br /> <br /> Mr. Buck stated that he agreed that the matter be <br />referred to the Task Force and questioned whether the <br />Charlottesville Redevelopment and Housing Authority could <br />administer the proposed program and whether lots in the <br />Authority!s land bank could be used. <br /> <br /> Mr. Hurt stated that administration of the program by <br />the Housing Authority might be appropriate, but noted that <br />CHIP and AHIP have had experience with building and <br />construction costs. Mr. Hurt stated that he felt the <br />program would be most successful if the builder owned the <br />land rather than contracting to build because the incentive <br />to complete the job would be greater. <br /> <br /> The matter was referred to the Housing Task Force for <br />further study. <br /> <br />APPROPRIATION: $70,972 - GRANT TO YOUTH SERVICE CENTER <br />(2nd reading) <br /> <br /> The $70,972 appropriation to the Youth Service Center <br />which was offered at the August 1st meeting was approved by <br />the following vote. Ayes: Mr. Buck, Rev. Edwards, Mr. <br />Towe, Mr. Vandever, Ms. Waters. Noes: None. <br /> <br /> WHEREAS, the Virginia Department of Corrections has <br />notified the City of its grant award under the Virginia <br />Delinquency Prevention and Youth Development Act; now, <br />therefore <br /> <br /> BE IT RESOLVED by the Council of the City of <br />Charlottesville, Virginia that $70,972 is~hereby appropriated <br />to the grants fund in expenditure account number <br />11-042-062024 for operation of a Youth Service Center during <br />the 1988-89 fiscal year. Such center shall be operated by <br />the Central Virginia Child Development Association under <br />contract with the City. Such appropriation shall be <br />conditioned upon receipt of $53,229 from the Virginia <br />Department of Corrections grant number 88-II-2, $4,181.00 in <br />matching funds from Outreach Counseling Services, Inc., and <br />$13,562 to be transferred from the general fund. <br /> <br />APPROPRIATION: ~12,000 - SUNSET AVENUE TURNAROUND (LAND <br />ACQUISITION AND CONSTRUCTION (2nd reading) <br /> <br /> The $12,000 appropriation for the Sunset Avenue <br />turnaround which was offered at the August 1st meeting was <br />approved by the following vote. Ayes: Mr. Buck, Rev. <br />Edwards, Mr. Towe,. Mr. Vandever, Ms. Waters. Noes: None. <br /> <br /> BE IT RESOLVED by the Council of the City of <br />Charlottesville, Virginia that the sum of $2,000 is hereby <br />appropriated from account code 16-181-051127 in the Capital <br />Projects Fund for the purchase of 4,304 square feet of land <br />on Sunset Avenue from the Sunset Avenue Land Trust for the <br />purpose of constructing a turnaround near the portion of <br />Sunset Avenue to be closed. <br /> <br /> BE IT FURTHER RESOLVED that the sum of $10,000 is hereby <br />appropriated from account code 16-181-051127 in the Capital <br />Projects Fund to cover the costs of construction of sUch <br />turnaround. <br /> <br />APPROPRIATION: <br /> <br />(2nd reading) <br /> <br />$1,553.72 - POLICE DEPARTMENT (SEIZURE PROCEEDS) <br /> <br /> The $1,553.72 appropriation for the Police Department <br />which was offered at the August 1st meeting was approved by <br />the following vote.
