189 <br /> <br /> Responding to a question from Mr. Towe, Mr. Gouldman <br />stated that the ordinance would grandfather all streets with <br />existing permit parking but would require that North 1st <br />Street comply with the conditions of the new ordinance in <br />order to qualify. <br /> <br /> Mr. Buck made a motion that Council adopt a policy <br />which would place a moratorium on additional permit parking <br />spaces in the downtown area until additional commercial <br />spaces are provided. <br /> <br /> Ms. Waters stated that she felt the proposed ordinance <br />would allow Council to deny permit parking because of <br />negative impacts on a case by case basis and she would <br />therefore oppose the moratorium. <br /> <br />Mr. Buck's motion died for lack of a second. <br /> <br /> Mr. Gouldman recommended that the creation of a new <br />zone be delayed until final adoption of the ordinance <br />relating to permit parking zones and regulations. <br /> <br /> On motion by Mr. Buck, seconded by Mr. Towe, the <br />ordinance entitled "AN ORDINANCE AMENDING AND REORDAINING <br />ARTICLE III OF CHAPTER 16 OF THE CODE OF THE CITY OF <br />CHARLOTTESVILLE, 1976, AS AMENDED, BY AMENDING SECTIONS <br />16-56 AND 16-57 AND ADDING SECTIONS 16-56.1, 16-56.2, <br />16-56.3 AND 16-56.4, ALL RELATING TO PERMIT PARKING ZONES <br />AND REGULATIONS" was offered and carried over to the next <br />meeting for consideration. <br /> <br /> Mr. Buck requested that staff provide Council with <br />additional information about the limitation on parking <br />spaces available for multi-family dwelling residents. <br /> <br />APPOINTMENTS: BOARDS AND COMMISSIONS <br /> <br /> On motion by Mr. Buck, Mr. Dennis Barnes was <br />unanimously appointed to an unexpired term on the Community <br />Attention Home Advisory Board. This term will expire on <br />August 18, 1989. <br /> <br /> On motion by Rev. Edwards, Ms. Cynthia Goodrich was <br />unanimously appointed to a two-year term on the Jefferson <br />Area Board for Aging Board of Directors. This term will <br />expire on August 1, 1990. <br /> <br /> On motion by Mr. Towe, Mrs. Elizabeth Gleason was <br />unanimously appointed to a four-year term on the Jefferson- <br />Madison Regional Library Board. This term will expire on <br />August 31, 1992. <br /> <br /> On motion by Mr. Vandever, Ms. Nancy O'Brien was <br />unanimously appointed to a three-year term on the McGuffey <br />Arts Center Board. This term will expire on August 31, <br />1992. <br /> <br /> On motion by Mr. Vandever, Rev, Alvin Edwards was <br />unanimously reappointed to a two-year term on the Monticello <br />Area Community Action Agency Board. This term will expire <br />on July 1, 1990. <br /> <br /> On motion by Mr. Towe, Mr. Don Sours was unanimously <br />reappointed to a four-year term on the Planning Commission. <br />This term will expire on August 31, 1992. <br /> <br /> On motion by Rev. Edwards, Mr. Gib Akin was <br />unanimously appointed to a four-year term on the Planning <br />Commission. This term will expire on August 31, 1992. <br /> <br /> On motion by Mr. Towe, Mr. Robert T. Smith was <br />unanimously appointed to a three-year term on the Region Ten <br /> <br /> <br />
