198 <br /> <br />Girls' Attention Home: 1) concern about the nature of the <br />home and subsequent behavior brought into the neighborhood <br />(Mr. Carroll noted that current neighbors of the Girls' Home <br />have maintained the Girls' Home residents have been good <br />neighbors); 2) the property at 414 4th Street, N.E. and <br />adjacent property have not been properly maintained; and 3) <br />the equity of putting another group home in this section of <br />the neighborhood. <br /> <br /> Ms. Pat Smith, Director of Offender Aid and <br />Restoration, stated that OAR has been housed at 414 4th <br />Street rent-free for 17 years and has no money budgeted for <br />rent. Ms. Smith requested a commitment from Council that <br />the City will assist OAR in finding a new location and in <br />meeting the future financial needs caused by this <br />relocation. <br /> <br /> As there were no further speakers, the public hearing <br />was closed. <br /> <br /> Mr. Hendrix stated that the house next to 414 4th <br />Street is jointly owned by the City and Albemarle County and <br />he is hopeful that the County will agree to sell the <br />property and will agree to help with OAR's relocation and <br />additional financial contribution as a result of the <br />relocation. Mr. Hendrix stated that it was staff's <br />recommendation that Council approve the relocation of the <br />Girls' Home to 414 4th Street. <br /> <br /> Responding to a question from Mr. Towe, Mr. Hendrix <br />stated that it was hoped that 416 4th Street would be put on <br />the market for sale this fall and that the existing Girls' <br />Home would be available for sale once the new location is <br />completed. <br /> <br /> Mr. Towe made a motion to approve the relocation of the <br />Girls' Home and noted that he felt the concerns raised by <br />Mr. Carroll were valid but that the staff had done a good <br />job in trying to meet the needs of all parties concerned. <br /> <br /> Mr. Vandever seconded the motion to approve the <br />relocation and stated that while he understood the concerns <br />raised, he felt that the Girls'Home had proven itself to be <br />a good neighborhood and noted that the location of the Home <br />would only be shifted by three blocks. <br /> <br /> At the request of Ms. Waters, Mr. Towe and Mr. Vandever <br />amended their motion to add the City's commitment to sell <br />416 4th Street, N.E. and the current Girls' Home on 7th <br />Street for residential use. <br /> <br /> The relocation of the Girls' Attention Home to 414 4th <br />Street, N.E. and the Council's commitment to sell 416 4th <br />Street, N.E. and the current Girls' Home on 7th Street for <br />residential use was approved by the following vote. Ayes: <br />Mr. Towe, Mr. Vandever, Ms. Waters. Noes: None. Absent: <br />Mr. Buck and Rev. Edwards. <br /> <br />APPOINTMENTS: BOARDS AND COMMISSIONS <br /> <br /> On motion by Mr. Vandever, seconded by Mr. Towe, Mr. <br />Gib Akin was appointed as the Planning Commission <br />representative on the Board of Architectural Review by the <br />following vote. Ayes: Mr. Towe, Mr. Vandever, Ms. Waters. <br />Noes: None. Absent: Mr. Buck and Rev. Edwards. <br /> <br /> On motion by Mr. Towe, seconded by Mr. Vandever, Mr. <br />Louie Chapman was reappointed to a three-year term on the <br />Region Ten Community Services Board by the following vote. <br />Ayes: Mr. Towe, Mr. Vandever, Ms. Waters. Noes: None. <br />Absent: Mr. Buck and Rev. Edwards. This term will expire on <br />June 30, 1991. <br /> <br /> <br />
