2/3 <br /> <br />discussed staff recommendations regarding the Plan, Mr. Huja <br />stated that the staff did not recommend pursuing the <br />recommendation regarding University Place because the <br />University has concerns about its advisability. <br /> <br /> Ms. Judith Mueller, Director of Public Works, presented <br />the staff recommendations with regard to the West Main Street <br />Corridor and Downtown Traffic Study. Ms. Mueller stated that <br />staff does not recommend the inclusion of improvements to 4th <br />Street from Monticello Avenue Extension to Cherry AvenUe <br />in the Comprehensive Plan~ or that vehicular crossings of the <br />Downtown Mall be pursued due to environmental impacts and <br />significant opposition to the proposal. Ms. Mueller stated <br />staff recommended that conversion of Market Street to two-way <br />traffic be re-examined after other improvements in traffic <br />circulation have been implemented and evaluated. <br /> <br /> Ms. Waters stated that she viewed the Urban Design Plan <br />as a general policy guideline or conceptual framework. <br /> <br /> Rev. Edwards questioned whether Route 29 North and the <br />Meadowcreek Parkway had been considered as part of the Traffic <br />Study, but Mr. Huja replied that those areas were being <br />studied by others and had not been part of this study. <br /> <br /> Mr. Hendrix noted that while Route 29 North and the <br />Meadowcreek Parkway were not considered by the Urban Design <br />Task Force, there is an interrelationship between Route 29 <br />North, the Meadowcreek Parkway and downtown traffic, <br />especially West Main Street. <br /> <br /> Mr. Towe questioned why staff was divided on the need <br />for an ongoing Urban Design Committee. <br /> <br /> Mro Huja, arguing in favor of an ongoing committee, <br />stated that a number of recommendations in the Plan need to <br />be followed to maintain coordination among~them and-the <br />Planning Commission does not have enough time to devote to <br />this. <br /> <br /> Mr. Hendrix stated that he was concerned about creating <br />another Committee another leVel of Committee can make <br />moving forward difficult. Mr'. Hendrix stated that several <br />recommendations are already being implemented. Mr. Hendrix <br />pointed out that while the Planning Commission is <br />overburdened at the present time, they will want to be <br />involved even if another committee is formed. Mr. Hendrix <br />recommended that staff implement the recommendations, with <br />oversight from Council and the Planning Commission. <br /> <br /> Mr. Lloyd Snook, Chairman of the Planning Commission, <br />stated that the Planning Commission had discussed the <br />formation of an ongoing committee which would report to the <br />Planning Commission, but added that the committee could <br />report both to the Planning Commission and the Council. <br /> <br /> Mr. Vandever stated that While he felt there was some <br />danger of creating too many levels of committees, he would <br />like to further explore the possibility of an ongoing Urban <br />Design Task Force. <br /> <br /> Ms. Water stated that she would favor looking at a <br />possible model for an ongoing task force and what the task <br />force's responsibilities would be. <br /> <br /> Mr. Towe questioned what the impact would be on a <br />cultural center on the east end of the mall to either two- <br />way or close 7th Street. ' <br /> <br /> Mrs. Gleason stated that the issue of 7th Street had not <br />been resolved in the Urban Design Plan. <br /> <br /> Mr. Towe questioned why staff recommended converting <br /> <br /> <br />
