225 <br /> <br /> On motion by.Rev. Edwards, seconded by Mr. Towe, the <br />resolution approving permit parking for 8th Street, N.E. was <br />unanimously approved by Council. <br /> <br /> WHEREAS~ Certain'reSidents of Eight Street, N,E. have <br />requested that City council designate Eighth Street~ N.E. <br />between Maple and Farish Streets as a restricted Parking <br />block; and <br /> <br /> WHEREAS, in accordance with the permit parking <br />regulations, the City Traffic Engineer has conducted the on <br />street parking surveys and mailed notice to all residents of <br />the affected area that council will consider designating such <br />area as a restricted parking block; and <br /> <br /> WHEREAs, the sUrveys have shown that at least 75% of the <br />total number of on street parking spaces in the proposed <br />restricted parking block were occupied, and at least 50% of <br />the total number of on street parking spaces in that block <br />were occupied by commuter vehicles; <br /> <br /> WHEREAS, council has considered: <br /> <br /> (a) the purpose and intent of the permit parking <br />ordinance and regulations; <br /> (b) the alternate means of transportation, if any, to <br /> and from the restricted parking block being established; <br /> (c) the adverse impact that restricting parking in such <br />block might have on nearby neighborhoods that do nOt have <br />permit parking~ and <br /> (d) the adverse impact that such restrictions may have <br /> on the non-residents of the proposed restricted parking block <br /> and their ability to find available parking near their place <br /> of work~ now, therefore <br /> <br /> BE IT RESOLVED by the Council of the City of <br /> Charlottesville that Eighth Street, N.E. between Maple Street <br /> and Farish Street is hereby designated a restricted parking <br /> block. <br /> <br />RESOLUTION: <br /> <br />FRATERNITY <br /> <br />GRANTING SPECIAL PERMIT TO USE 605 CABELL AVENUE AS <br /> <br /> Mr. Satyendra Huja, Director of Community Development, <br />stated-that the Planning Commission recommended denial of the <br />special permit to use 605 Cabell Avenue as a fraternity fOr <br />the following reasons: 1) It would have an adverse impact on <br />the surrounding neighborhood in terms of noise and potential <br />outside activity; 2) It requires removal of the garage and <br />elements of the house and site which would detract from the <br />residential character of the area; 3) The building is not <br />large enough to house 20 occupants as proposed based on <br />reasonable occupancy of the bedroom space; 4) The site <br />development would leave virtUally no other open space for <br />outdoor activity other than the front yard as the site is too <br />small to accommodate the proposed use~ and 5) It will <br />generate adverse traffic impact due to the occupants, meal <br />visitors and other Visitors. This will further exacerbate <br />problems on an already narrow one-way street with parking on <br />one side. <br /> <br /> Ms. Waters stated that she understood the fraternity was <br />willing to decrease the number of occupants and not demolish <br />the garage. <br /> <br /> Mr. Towe questioned whether the apartment at the corner <br />of Grady and Cabell Avenues created any traffic problems. <br /> <br /> Mr. Huja replied that the apartments have not created <br />traffic problems, but noted that theY do not generate group <br />activities similar to those generated by a fraternity. <br /> <br /> <br />
