228 <br /> <br />NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE COUNCIL WILL BE HELD ON Wednesday, <br />November 9, 1988 AT 12:00 noon IN THE Basement Conference <br />Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br />Luncheon meeting with School Board <br /> <br />BY ORDER OF THE MAYOR <br /> <br />BY Jeanne Cox (signed) <br /> <br />BASEMENT CONFERENCE ROOM - November 9, 1988 <br /> <br /> Council met in special session on this date with the <br />following members present: Mr. Buck, Rev. Edwards, Mr. <br />Vandever, Ms. Waters. Absent: Mr. Towe. <br /> <br /> Dr. Vincent Cibbarelli, Superintendent of City Schools, <br />listed the following budget assumptions: enrollment is <br />expected to slightly increase over time, mostly at the <br />secondary and high school levels~ the pupil/teacher ratio <br />will continue to be one of the best in the State; no major <br />program changes or new programs are planned; and there will <br />be only minor staffing changes recommended. <br /> <br /> Dr. Cibbarelli stated that approximately $500,000 in new <br />State money is expected which will not be enough to meet the <br />State salary mandates. Dr. Cibbarelli stated that 8% <br />additional in sales tax funds are expected and that the <br />Schools will be requesting an additional 8% from the City. <br /> <br /> Dr. Cibbarelli stated that the upper elementary and <br />middle schools are being monitored for possible improvement~ <br />that the cost of student transportation will continue to <br />increase and that special education costs will continue to <br />escalate due to the fact that 16% of City school children <br />fall into this category. <br /> <br /> There was a general discussion of staffing and pupil/ <br />teacher ratios. <br /> <br /> Mr. Buck noted concern with the assumption that an 8% <br />increase in City funds would go to the Schools when only a 6% <br />increase in City revenues is expected. <br /> <br /> Mr. Pezzoli reviewed the School Board's plan for seeking <br />a replacement for Dr. Cibbarelli who will be resigning in <br />March. Mr. PezZoli stated that the Virginia School Board <br />Association has been employed to conduct a national search <br />and that a target date for a decision has been set for <br />February. <br /> <br /> Responding to a question from Ms. Waters, Mr. Pezzoli <br />stated that a decision about the possible need to appoint an <br />acting superintendent would be made at a later date <br /> <br /> The meeting was adjourned. <br /> <br />e~dent ~ ' ~rk <br /> <br /> <br />
