245 <br /> <br /> Mr. Don Sours, Planning Commission member, stated that <br />he supports the present policy and funding ratios, but would <br />support assessing property owners when a high percentage of <br />property owners want to participate. <br /> <br /> Mr. Hendrix stated that special assessments might <br />require additional staff. <br /> <br /> Mr. Buck recommended that the proposed new listing of <br />drainage projects be put through the matrix to determine <br />their priority rating as these projects could use up all of <br />the money budgeted for drainage projects. <br /> <br /> Mr. Hendrix stated that funds may be needed for drainage <br />project under the new Water Street parking garage. <br /> <br /> Mr. Sours questioned whether funding should be <br />authorized to study the Moore's Creek drainage basin. <br /> <br /> Mr. Hendrix stated that staff are divided on the <br />advisability of conducting another drainage basin study. <br /> <br /> Ms. Waters requested that staff look at the present <br />citizen participation program and make recommendations as to <br />how it could be more a more active program. Ms. Waters <br />stated that she would prefer that City funds rather than CDBG <br />funds be used for projects which meet the criteria for 100% <br />funding, even if the projects are within a CDBG target <br />neighborhood. Ms. Waters stated that while she had concerns <br />about a special assessment, she would be willing to <br />investigate the matter. <br /> <br /> Mr. Hendrix stated that staff would do the following: <br />apply the~matrix to the new proposed projects; give examples <br />of the cost under different percentages for the shared cost <br />programs~ develop cost figures for new projects. <br /> <br /> Ms. Waters recommended that if Council lowers the amount <br />of funding required by property owners, that the special <br />assessment not be introduced, if approved, until after one <br />year's time. <br /> <br /> Mr. Towe recommended that the citizen participation <br />program be advertised in "City Notes." <br /> <br /> Mr. Hendrix stated that it has still not been determined <br />who will pay for the cost of drainage improvements at Carlton <br />Business Park. <br /> <br /> Mr. Buck stated that he had reconsidered the matter and <br />would not oppose paying for the drainage improvements as that <br />would give the Charlottesville Industrial Development <br />Authority flexibility in dealing with other projects. <br /> <br />The meeting was adjourned. <br /> <br /> <br />
