260 <br /> <br /> Mr. Hendrix stated that the Department of Social <br />Services has received a $~5,000 grant to provide emergency <br />funds to-persons who cannot pay rent or utilities. <br /> <br /> On motion by Rev. Edwards, seconded by Mr. Vandever, the <br />$5,000 appropriation for the Emergency Food and Shelter Grant <br />was offered and carried over to the next meeting for <br />consideration. <br /> <br />ORDINANCE: AMENDING ZONING ORDINANCE (2nd reading) <br /> <br /> Ms. Waters questioned whether the requirement for <br />sidewalks for new construction could be waived by the <br />Planning Commission in those situations where the sidewalk <br />would be the only section of sidewalk on a street and where <br />drainage would be a problem. <br /> <br /> Mr. Satyendra Huja, Director of Community Development, <br />stated that the Planning Commission could waive the sidewalk <br />requirement because of drainage concerns, steep grades, or <br />other appropriate reasons. <br /> <br /> Mr. Clyde Gouldman, City Attorney explained that the <br />second reading of the ordinance had been deferred at the <br />previous meeting in order to clarify the intent of the <br />ordinance to require sidewalks for new construction rather <br />than renovations. Mr. Gouldman stated that Mr. Huja had <br />recommended that sidewalks be constructed when single family <br />residences are converted to two-family, but noted that this <br />would require a public hearing by the Planning Commission and <br />Council if the Council was interested in including this <br />requirement. <br /> <br /> The ordinance entitled "AN ORDINANCE TO AMEND AND <br />REORDAIN CHAPTER 31 OF THE CODE OF THE CITY OF <br />CHARLOTTESVILLE, 1976, AS AMENDED, BY ADDING SECTIONS <br />31-17.1, 31-24.1, AND 31-162.1, RELATING TO SIDEWALKS, CURBS, <br />GUTTERS AND OFF-STREET PARKING STANDARDS FOR SINGLE AND <br />TWO-FAMILY USES," which was offered at the November 21st <br />meeting, was approved by the following vote. Ayes: Mr. <br />Buck, Rev. Edwards, Mr. Towe, Mr. Vandever, Ms. Waters. <br />Noes: None. <br /> <br /> Mr. Towe questioned how often conversion of single <br />family residences to two-family had occurred in the past year <br />and whether the requirement would significantly add to the <br />developer's cost. <br /> <br /> Mr. Huja stated that he would provide information on the <br />number of conversions prior to the next meeting. Mr. Huja <br />stated that the requirement would add to the developer's <br />costs, but noted that the developer benefits from conversion <br />to two-family units. Mr. Huja noted that the requirement <br />could act as a disincentive to conversion from single family <br />residences. <br /> <br /> It was the consensus of Council to refer the issue of <br />requiring sidewalks when single family residences are <br />converted to two-family to the Planning Commission for a <br />joint public hearing. <br /> <br />ORDINANCE: EROSION AND SEDIMENT CONTROL (2nd reading) <br /> <br /> The ordinance entitled "AN ORDINANCE TO AMEND AND <br />REORDAIN SECTIONS 9-1, 9-2, 9-3, 9-4, 9-6, 9-8, 9-9, 9-10, <br />9-11, ~9-12, 9-13 AND 9-14, AND TO REPEAL SECTIONS 9-5 AND <br />9-15 OF CHAPTER 9 OF THE CODE OF THE CITY OF CHARLOTTESVILLE, <br />1976, AS AMENDED, RELATING TO STATE-MANDATED CHANGES IN <br />EROSION AND SEDIMENT CONTROL AND TO INCLUDE DUPLEX <br />CONSTRUCTION WITHIN THE PROVISIONS OF CHAPTER 9 OF THIS <br />CODE," which was offered at the December 19th meeting, was <br />approved by the following vote. Ayes: Mr. Buck, Rev. <br />Edwards, Mr. Towe, Mr. Vandever, Ms. Waters. Noes: None. <br /> <br /> <br />
