These terms will expire on December 1, 1991. <br /> <br /> On motion by Mr. Vandever, Mr. Bruce Williamson was <br />unanimously reappointed to a two-year term on the Jefferson <br />Area Community Corrections-Resources Board. This term will <br />expire on December 31, 1990. <br /> <br /> On motion by.Rev~ Edwards., Mr. Herman Key was <br />unanimously appointed to. serve a three-year term on the <br />Community Development Block Grant Task Force. This. termwill <br />expire on March 7, 1992. <br /> <br /> On motion by Mr. Vandever, Ms. Helen Poore was <br />unanimously reappointed to serve a three-year term on the <br />Jefferson Area United Transportation (JAUNT) Board. This <br />term will expire on October 1, 1991. <br /> <br /> On motion by Mr, Towe, Mr. Gary O'Connell was <br />unanimously reappointed to serve~a four-year term on the <br />Jefferson-Madison Regional Library Board. Londeree, representing the Dogwood Fest±val, <br /> requested that Council allow the Dogwood Festival to use <br /> McIntire Bar~ from Apr±l 11 through 23rd and waive all fees <br /> and licenses <br /> <br /> Mr. clYde presented Council with a listing of items <br /> which have previously been waived by Council and those items <br /> which are not waived. <br /> <br /> On motion by Mr. Vandever, seconded by Mr. Towe, Council <br />unanimously voted to allow the Dogwood Festival to use <br />McIntire Park from April 1! through 23rd and to waive the <br />following items: Carnival Business License Tax; Tent <br />erection fee; DBAR approval for vendor stands, zoning <br />inspection~ and fees for inspection of amusement rides. <br /> <br />PRESENTATION: CHARLOTTESVILLE INDUSTRIAL DEVELOPMENT AUTHORITY - <br />CARLTON PARK STORM DRAINAGE <br /> <br /> Mr. George Ray, EConomic Development,Coordinator, <br />presented a slide show reviewing' Charlottesville Industrial <br />Development Authority (CIDA) projects throughout the City. <br /> <br /> Mr. Jackson Chambers,~Chairman of the CIDA, requested <br />that Council provide $66,800 for drainage 'improvements at <br />Carlton Business Park because of the unanticipated <br />environmental cleanup costs associated with ~the project. <br /> <br /> Mr. Hendrix recommended that the drainage improvements <br />be funded out of the money previously appropriated for <br />drainage projects. <br /> <br /> It was the consensus of Council to authorize the use of <br /> ~66,800 for drainage improvements at Carlton Business Park. <br /> <br />STAFF REPORT: DOWNTOWN BUSINESS DISTRICT <br /> <br /> Mr. Hendrix presented a report on the Downtown Central <br />Business District and recommended that the City play a <br />catalyst role in ensuring the continued economic vitality of <br />downtown and employ a consultant to: 1) Assess the general <br />economic ~condition of the~downtown market; 2) Examine the <br />current downtown "management" and propose future <br /> <br /> <br />
