275 <br /> <br />organizational solutions, including the role of DCI, Chamber <br />of Commerce, poSsible new.organizations or partnerships, and <br />the City; 3) Examine possible markets (tourists, students, <br />permanent local poputation,segment~) not. currently tapped by <br />downtown with specific recommendations on market expansion; <br />4) Make specific suggestions for strengthening the downtown <br />retail sector~ and possibly additionalphysical improvements; <br />5) Make recommendations as to downtown management required <br />to improve downtown;iand 6)i Examine ~special opportunities <br />downtown, including cultural and performing arts center, <br />museum, farmer's market, etc. <br /> <br /> Mr. Towe recommended ~contacting merchants who have had <br />successful experiences downtown and sharing their experiences <br />with others. Mr. Towe noted that7 parking will be added in <br />the near future which will improve the situation downtown. <br />Mr. Towe stated that he has ~some reservations about the cost <br />of employing a consultant. <br /> <br /> Mr. Sheldon Anderson, President of Downtown <br />Charlottesville, Inc., stated that DCI wants to be actively <br />involved in the process of obtaining long-range advice for <br />downtown. <br /> <br /> Mr. William Atwood~, an architect and property owner <br /> downtown, recommended that prior to ~employing an outside <br /> consultant the City should provide an opportunity for the <br /> private sector and users of the downtown area to discuss <br /> the matter. Mr. Atwood also recommended that the history and <br /> accessibility of the. downtown mall be considered. <br /> <br /> Mrs.~ Vandever stated that he~was~reluctant ,tO,bringing in <br /> a consultant without hearing, more-from the public and without <br /> clarifying what the City would like to accomplish. <br /> <br /> Mr. Buck stated that he agreed with ~Mr.~Atwood's <br /> recommendation to involve the community and'~recommended that <br /> public work sessions or discussion groups be scheduled with a <br /> facilitator~ or staff within~ 90 .days <br /> <br /> Ms.~ Waters requested that staff put together a proposal <br /> for public forums on the matter. <br /> <br />APPROPRIATION': $7; 488 -BAILIFF FOR JUVENILE.& JDOMESTIC RELATI, ONS <br />COURT <br /> <br /> Mr. Hendrix stated that~ the State'~Compensation Board has <br /> approved the addition of a Bailiff for the Juvenile and <br /> Domestic Relations Court, an expense shared jointly by the <br /> City and Albemarle CoUnty, with the fringe benefits ipaid by <br /> <br /> On motion by Mr. Towe, seconded_ by Mr. Vandever, the <br /> $7,488 appropriation for a Bailiff for the JuVenile and <br /> Domestic Relations Court was offer~ed· and~ carried~-over to the <br /> next meeting for consideration. <br /> <br />APPROPRIATION: '$15,545 - REPUBLICAN PRIMARY <br /> <br /> Mr. Leroy Hamlett; Chairman of~the Electoral Board, <br /> stated that the Republican Party has decided to hold a <br /> primary on June 13th and it islthe responsibility of the. <br /> locality to provide funding for the election. <br /> <br /> On motion by Rev. Edwards, seconded by Mr. Towe,~the~ <br /> $15,545 appropriation for, the Republic~an Primary was~offered <br /> and carried over to the next meeting for consideration. <br /> <br />APPROPRIATION: ~$19,734,,= RIVANNA~PARK CONSTRUCTION'~ <br /> <br /> Mr. Hendrix stated that the appropriation represented <br /> $16,984 unspent in the previous budget and one-half share of <br /> the capital funds for Rivanna Park construction~ <br /> <br /> <br />
