282 <br /> <br /> Mr. 3Hendrix stated that~he felt it would be beneficial <br />to bring in someone who would be objective and could provide <br />new perspectives and a broad range of experiences. <br /> <br /> Ms. Kathy Dowd, a downtown merchant, stated that she <br />felt it was important to have a consensus of downtown <br />merchants regarding any proposals in order to ensure their <br />success. <br /> <br /> Rev. ~Edwards made a motion that a forum be convened by <br />the City in May with a facilitator after the DCI meetings <br />have been held. Mr. ~Vandever seconded the motion. <br /> <br />The motion was unanimously approved by Council. <br /> <br /> On motion by Mr. Vandever, seconded by Rev. Edwards, seconded by Mr. Vandever, the <br />minutes of-the February 6th meeting were unanimously approved <br />as presented. <br /> <br />PUBLIC <br /> <br /> Ms. Sheila Haughey thanked the Mayor for proclaiming <br /> March Women's History Month. <br /> <br /> Mr. John Gaines of 214 9th St., N.W. and President of <br /> the local chapter-of-the ~NAACP, stated that ~he _had recently <br /> attended a Sector 2 Neighborhood Association meeting where <br /> concerns were raised about problem areas in Sector 2 that <br /> need addressing. <br /> <br />PRESENTATION: CITY MANAGER'S PRO.POSED FY 89-90 BUDGET <br /> <br /> Mr. Hendrix reviewed the proposed. FY 89-90 budget which <br /> is a total of $73,345,468, with $45.8 million comprising the <br /> operating, budget. Mr-. Hendrix stated that revenues are <br /> expected to increase 8% with no new revenue sources projected <br /> <br /> <br />
